A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING,
FOLLOWING A DULY NOTICED PUBLIC HEARING, THE
PLACEMENT OF A COMMEMORATIVE PLAQUE IN THE
VICTORY GARDEN, LOCATED AT 226 COLLINS
AVENUE, MIAMI BEACH, FLORIDA, HONORING THE
LATE JOSEPH J. VILLARI, AND REFERRING THE
PLACEMENT OF SAID PLAQUE TO THE ART IN PUBLIC
PLACES COMMITTEE FOR ITS CONSIDERATION, IN
ACCORDANCE WITH SECTION 82-504 OF THE CITY
CODE.
WHEREAS, Joseph Villari, a long-time Miami Beach resident and
community activist, passed away on May 4, 2004; and
WHEREAS, on account of his extensive involvement in addressing
quality-of-life issues affecting the South Pointe neighborhood, for his years of
service on the South Pointe Advisory Board, and recent appointment to the
Marine Authority, the Administration recommends placing a commemorative
plaque in his honor; and
WHEREAS, since Joseph Villari was a World War II veteran, the
Administration recommends placing the plaque in the Victory Garden, located at
226 Collins Avenue, Miami Beach, Florida; and
WHEREAS, the Administration has been working with community
residents to draft appropriate dedication language for the plaque, which was
modified and approved by the Neighborhood/Community Affairs Committee at
its regular meeting on July 26, 2004; and
WHEREAS, pursuant to Section 82-504 of the City Code, upon approval
and recommendation by the Neighborhood and Community Affairs Committee,
the City Commission shall call for a public hearing regarding final approval of the
placement of the memorial; and
WHEREAS, a public hearing was duly noticed and held on October 13,
2004, the City Commission hereby approves the proposed memorial and further
refers it to the Art in Public Places Committee to recommend a suitable location
within the Victory Garden.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that
following a duly noticed public hearing, the Mayor and City Commission, hereby
approve the placement of a commemorative plaque in the City's Victory
Garden, located at 226 Collins Avenue, Miami Beach, Florida, honoring the late
Joseph J. Villari, and refers placement of said plaque to the Arts in Public
Places Committee for its consideration, in accordance with Section 82-504 of
the City Code.

Item Summary/Recommendation:
Joseph Villari, a long-time Miami Beach resident and community activist, passed away on May 4,2004, due
to complications resulting from a traffic accident. On account of his extensive involvement in addressing
quality-of-Iife issues affecting the South Pointe neighborhood, for his years of service on the South Pointe
Advisory Board and recent appointment to the Marine Authority, the Administration recommends placing a
commemorative plaque in his honor. Since Joseph Villari was a World War II veteran, the Administration
recommends placing the plaque in the Victory Garden.
Pursuant to established City guidelines for the location and design of plaques and historic markers, the
proposed plaque shall be of bronze construction, measuring 10" X 14" with raised ribbon or engraved
letters. The Administration has been working with Morris Sunshine to draft appropriate dedication
language for the plaque, which was modified and approved by the Neighborhood/Community Affairs
Committee on Monday, July 26, 2004
Pursuant to Section 82-504 of the City's Code, upon conclusion of the Pubic Hearing, the City Commission
may approve the proposed memorial and refer it to the Art in Public Places Committee to recommend a

BACKGROUND
Joseph Villari, a long-time Miami Beach resident and community activist, passed away on May
4, 2004, due to complications resulting from a traffic accident. On account of his extensive
involvement in addressing quality-of-life issues affecting the South Pointe neighborhood, for
his years of service on the South Pointe Advisory Board and recent appointment to the Marine
Authority, the Administration recommends placing a commemorative plaque in his honor.
Since Joseph Villari was a World War II veteran, the Administration recommends placing the
plaque in the Victory Garden.
ANALYSIS
Pursuant to established City guidelines for the location and design of plaques and historic
markers, the proposed plaque shall be of bronze construction, measuring 10" X 14" with raised
ribbon or engraved letters. The Administration has been working with Morris Sunshine to draft
appropriate dedication language for the plaque, which was modified and approved by the
Neighborhood/Community Affairs Committee on Monday, July 26, 2004. The proposed
language reads:
"The Mayor and City Commission of the City of Miami Beach, hereby
remember Joseph J. Villari (1923 - 2004), a World War II veteran, who
dedicated himself to making South Pointe a safer and better place and who
worked hard to establish a Victory Garden here."
Since there is not a suitable surface or platform to place the plaque in the Victory Garden, staff
is considering various options, including a waist-high block pedestal or a music stand- type
pole mount, to be placed in a conspicuous location in the park. A picture sample of what the
plaque should look like as well as a possible mounting option is attached to this memorandum.
CONCLUSION
Pursuant to Section 82-504 of the City's Code, upon approval and recommendation by the
Neighborhood/Community Affairs Committee, the City Commission shall call for a public
hearing regarding the placement of the memorial. At the close of the hearing, the City
Commission shall consider approving the proposed memorial and refer it to the Art in Public
Places Committee to recommend a suitable location in the park. Upon approval of the
memorial by the City Commission, staff will authorize the manufacturing and etching of the
plaque which will take approximately 10 weeks.
