A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND ADOPTING THE DONATION OF ONE (1) USED 1988
DODGE D150 PICKUP TRUCK (VEHICLE NUMBER 0316-8
WITH 67,977 MILES); AND THE SALE OF THREE (3) USED
1989 DODGE D150 PICKUP TRUCKS (VEHICLE NUMBERS
0344-9 WITH 53,137 MILES, 0345-9 WITH 45,459 MILES, AND
0346-9 WITH 72,500 MILES); AND ONE (1) 1989 DODGE
B350 PASSENGER VAN (VEHICLE NUMBER 1807-9 WITH
100,440 MILES) IN THEIR "AS IS" CONDITION TO THE
CITY'S SISTER CITY OF ICA, PERU, ALL FOR A PRICE OF
$4,000.
WHEREAS, the City wishes to donate one (1) used 1988 Dodge D150 Pickup Truck
(Vehicle Number 0316-8 with 67,977 miles); and sell three (3) used 1989 Dodge D150 Pickup
Trucks (Vehicle Numbers 0344-9 with 53,137 miles, 0345-9 with 45,459 miles, and 0346-9 with
72,500 miles); and one (1) 1989 Dodge B350 Passenger Van (Vehicle Number 1807-9 with 100,440
miles), all in their "as is" condition, to its Sister City oflca, Peru, for a total of $4,000; and
WHEREAS, this sale represents an estimated donation of $2,500, based on estimated fair
market value; and
WHEREAS, this sale is made in its "as is" condition and the City makes no representation
as to the condition of the vehicles and materials and no warranties, expressed or implied, and
assumes no further responsibility on behalf of the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorizes the donation of one (1) used 1988 Dodge D 150 Pickup Truck
(Vehicle Number 0316-8 with 67,977 miles); and the sale ofthree (3) used 1989 Dodge D150 Pickup
Trucks (Vehicle Numbers 0344-9 with 53,137 miles, 0345-9 with 45,459 miles; and 0346-9 with
72,500 miles), and one (1) 1989 Dodge B350 Passenger Van (Vehicle Number 1807-9 with 100,440
miles), all in their "as is" condition, to the City's Sister City oflca, Peru; all for a price of $4,000.
PASSED and ADOPTED this 22 day of September, 1999.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The City of Miami Beach has deadlined a number of vehicles that are no longer suitable for use by
the City. In the past, the City either sold these vehicles at auction or donated them to one of our
Sister Cities.
Mayor Oscar Sanchez Dulanto ofIca, Peru, recently sent a letter indicating the interest of this City
in acquiring surplus vehicles from Miami Beach. Mr. Roberto Datorre, Chair of the Miami Beach -
lea, Peru, Sister City Committee has also requested the sale or donation of these vehicles to lea, Peru.
Letters have been sent to each of our Sister City Committee Chairs to inquire about their interest in
these vehicles. The only response has been from Ica.
ANALYSIS
The following vehicles are scheduled to be deadlined:

The book value is based on the "Black Book" by National Auto Research September 1999. This
book is only a guide and pricing may vary as per the overall condition of the vehicle. Typically,
these types of vehicles are popular at the auctions and usually bring in around $1,500 each. Total
potential sale of the five vehicles could net the City approximately $7,500.
The City of Miami Beach strongly supports the Sister City Program which has resulted in greater
cultural and economic relationships between our communities and the donation of surplus vehicles
has been a part of the program.
Mr. Datorre has extended an offer to purchase the vehicles at $1,000 each for Ica.
The Administration does not support the donation of vehicles but supports the sale at the reduced
price to assist our Sister City. The proceeds ofthe sale are returned to the originating departments.
Four of the vehicles are from the Sanitation Department which currently has an accumulated deficit
of over $800,000.
CONCLUSION
It is recommended that the City Commission authorize the sale of five vehicles to the City ofIca,
Peru, at a price of $5,000 which is approximately $2,500 below market value.
