A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT
AGENCY AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT BETWEEN THE REDEVELOPMENT
AGENCY AND THE UNIVERSITY OF MIAMI SCHOOL OF
ARCHITECTURE TO UNDERTAKE A DESIGN EVALUATION
STUDY OF PROPOSED SOUTH POINTE ZONING
AMENDMENTS
WHEREAS, the city Administration is working with the South Pointe
Advisory Committee ln analyzing certain provisions of the
Performance Standard District regulations of Zoning Ordinance No.
89-2665; and
WHEREAS, the Planning, Design and Historic Preservation Division
has prepared draft zoning amendments for the South pointe
Redevelopment Area; and
WHEREAS, to assist the City Administration, the South pointe
Advisory Committee, the Planning Board and the City Commission in
determining the impact of these zoning amendments on the
development potential of this area, a design evaluation study is
required; and
WHEREAS, such a study would also assist in further defining and
adjusting these zoning amendments; and
WHEREAS, the Uni versi ty of Miami School of Architecture has
proposed to undertake such a study, utilizing faculty and
architectural students to provide these servicesj .
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY OF MIAMI BEACH
REDEVELOPMENT AGENCY THAT: the Agency authorizes the City Manager
to enter into an agreement with the University of Miami School of
Architecture to undertake this design evaluation study of the South
pointe zoning amendments, with pai c mpensation in an amount not
to exceed $5,000.00

OF ARCHITECTURE TO UNDERTAKE A DESIGN EVALUATION
STUDY OF SOUTH POINTE ZONING
Administration Recommendation
The Administration recommends that the Miami Beach Redevelopment
Agency authorize the City Manager to enter into an agreement with
the University of Miami School of Architecture to do a design study
which evaluates the proposed amendments to the Zoning ordinance
relating to Performance Standard District regulations for the South
Pointe Redevelopment Area. Compensation for this work is not to
exceed $5,000.00
Backaround
The City's Planning, Design and Historic Preservation Division has
prepared a draft package of amendments to address some of the
concerns raised by developers, architects, citizens, property
owners and City officials with regard to development regulations in
the South Pointe Redevelopment Area. Among the areas addressed are
minimum lot width and size, open space ratios, maximum building
heights, parking and the calculation of value of non-conforming
structures.
Staff has been working with the South pointe Advisory Committee on
these zoning amendments. After several workshop meetings, it was
collectively decided that it would be beneficial to do a quick
design study of the proposed amended zoning provisions and evaluate
what types of structures might evolve as a consequence of the
changes under consideration. Further, that such a study should
recommend other possible refinements to the Performance Standard
District regulations which would encourage a human-scaled,
pedestrian-oriented redevelopment of the neighborhood.
At the suggestion of Commissioner Neisen Kasdin, Professor Jean-
Francois LeJeune from the university of Miami School of
Architecture was contacted about the possibility of doing such a

study. From subsequent meetings and discussions with Professor
LeJeune, and his colleagues Elizabeth Plater-Zyberk and Monica
Ponce de Leon, it was determined that such a study could be best
done by the University's architectural students (approximately 60),
under the supervision of the School of Architecture faculty.
Analvsis
The Scope of Services, as proposed, would be undertaken as part of
the curriculum for second-year architectural students at the
University of Miami (see attached Scope of Services). Drawings and
models would be prepared in accordance with the proposed amended
provisions of zoning Ordinance of the Redevelopment Agency with a
focus on residential development. A preliminary and final report
would be prepared by faculty which would provide conclusions,
positive and negative aspects of the Zoning Ordinance and proposals
for further modifications.
The study would involve analysis and comment by city staff, as well
as citizen review and input. A review of the design models and
drawings is tentatively scheduled for December 11 or 12, 1992. The
final report would be made available on January 21, 1993.
The compensation proposed for this study is meant to cover the cost
for materials and the preparation of the faculty report.
Conclusion
The City Administration has concluded that this study will be of
great assistance in evaluating the proposed zoning amendments for
the' South pointe Redevelopment Area. Accordingly, it is
recommending that the Redevelopment Agency authorize the execution
of an agreement to do the design evaluation, thereby enabling
reimbursement to the University of Miami School of Architecture up
to $5,000 in total payments.

SOUTH POINTE ZONING AMENDEMENT DESIGN EV ALUAnONS
SCOPE OF SERVICE
Within the Fall Semester of its academic year 1992-93, the University of Miami School of
Architecture will offer the following services:
1. Work Progrsl]1
1.1. The study area will be the district South of Fifth Street. The work will
concentrate on the most general COnditions within the area, I.e.. the -in-fill"
strategies In the blockS comprised between South of Fourth Street, West of
Collins Avenue, North of Blscayne Avenue and East of West Avenue.
1.2. The goal of the stucfy Is:
.tq promote and revlmllze the Image of the district as an area of choice for
Innovative urban architecture for the next century;
.to test the proposed new zoning code by visualizing the results of Its
application;
-to propose adjustments to the code If proven necessary. As a reminder, the
intentions of the code Is to help develop all size parcels In the district, and to
belp foster an urban environment similar to South BeaCh, with improved
parking and Interior livability conditions:
Each student's Individual work assignment will be the design of a small-scale
-infiJI" apartment building, preferably on current empty 50-foot or 100-foot lot In
the described area,
The program of the building (number of apartments, size of apartments,
number ,of rooms, number of parking sPaces, common rooms) w/ll be
determined by the facuity.
If possible, at least twenty-five different sites will ,be selected, preferably In
adjacent blocks. This method would allow to evaluate a whole as well as to
study relations between bulldinQs across a street Final selection of the sftes
will be made by the f~~ty team in coord.ination with the planning c1irector.
1.3. The evaluation methodology will be made up of:
.one Intermediary design review In the traditional format of the studio .pln-up",
with the tech n iqal Input of the planning and. zoning director, to be held at the
University; .
.one final review, with the technical Input of the planning and zoning director, to
be held at the University; It will preferably be held on the Beach In order to
InvOlve members of the South Polnte Advisory Group.

1.4. Final work products are expected to be:
.plans of individual buildings at the scale of 1-.8';
.sections and elevations of Individual buDdlngs at the scale of 1-.4';
.models of the &elected blocks, sites and proposed Win flU- buildings. The scale
has yet to be determined In relation to sites selection (1-.8');
.a short and preliminary report will be prepared by the faculty for the final
presentation at the end of the semester; It will highlight the objectives and the
main conclusions of the prOject;
.a final report will be produced by the faculty. emphasizing posittve and
negative aspectS of the code, and proposed modifications and/or additions.
2. Staffing
2.1. The project will be supervised by the Second Year faculty team. made up of
Professors Gary Greenan (coordinator). NiCk Patriclos, Alice Saburah, Jean-
Francois Lejeune and Monica Ponce de Leon.
Professor Elizabeth Plater-Zyberk will be participating In the post-Thanksgiving
phase of the studio; she will also participate in the preliminary zoning
evaluation.
2.2. The number of students involved is sixty-two. organized In five groups Of
twelve and thirteen.
