125-93 RDA RESOLUTION NO. 125-93 A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT AGENCY, CALLING A PUBLIC HEARING TO CONSIDER A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT AGENCY, REGARDING A CERTAIN GEOGRAPHIC AREA WITHIN THE CITY OF MIAMI BEACH, CALLED THE CITY CENTER/HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND REVITALIZATION AREA, DESCRIBED GENERALLY AS BEING BOUNDED ON THE EAST BY THE ATLANTIC OCEAN, ON THE NORTH BY 24TH STREET, ON THE WEST BY WEST AVENUE, AND ON THE SOUTH BY 14TH LANE, AS SET FORTH IN EXHIBIT "A" ; ACCEPTING A FINDING BY THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY, FLORIDA, AND OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH FOR SAID AREA TO BE A "BLIGHTED AREA"; ACCEPTING A FINDING OF NECESSITY AS TO THE REHABILITATION, CONSERVATION OR REDEVELOPMENT, OR COMBINATION THEREOF, OF SUCH AREA; ACCEPTING A DELEGATION OF CERTAIN POWERS FROM THE CITY COMMISSION OF THE CITY OF MIAMI BEACH TO THE MIAMI BEACH REDEVELOPMENT AGENCY PURSUANT TO CHAPTER 163, PART III, FLORIDA STATUTES; ACCEPTING A DECLARATION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH THAT THE MIAMI BEACH REDEVELOPMENT AGENCY MAY ACT AS THE COMMUNITY REDEVELOPMENT AGENCY WITH FULL POWER TO EXERCISE ALL THE POWERS PERMITTED BY PART III OF CHAPTER 163, FLORIDA STATUTES, WHICH MAY BE DELEGATED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH TO THE MIAMI BEACH REDEVELOPMENT AGENCY; DIRECTING THE INITIATION, PREPARATION AND ADOPTION OF A REDEVELOPMENT Pl,AN AND ANY AMENDMENTS THERETO; DIRECTING THE SUBMISSION OF THE REDEVELOPMENT PLAN TO THE LOCAL PLANNING AGENCY OF THE CITY OF MIAMI BEACH FOR REVIEW AND RECOMMENDATIONS AS TO CONFORMITY WITH THE COMPREHENSIVE PLAN; ALL FOR THE SAID CITY CENTER/HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND REVITALIZATION AREA. lfiIEREAS, the Miami Beach Redevelopment Agency is responsible for economic development activities in accordance with Chapter 163, Florida statutes, and WHEREAS, the City Commission of the City of Miami Beach is considering creation of a second redevelopment area in the City of Miami Beach and is charged with delegating the authority for this project area to the ~liami Beach Redevelopment Agency. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MIAMI BEACH REDEVELOPMENT AGENCY, that a public hearing for consideration of a Resolution of the Miami Beach Redevelopment Agency, regarding a certain geographic area within the City of Miami Beach, called the City Center/Historic Convention Village Redevelopment and Revitalization Area, described generally as being bounded on the East by the Atlantic Ccean, on the North by 24th street, on the West by West Avenue, and on the South by 14th Lane, as set forth in Exhibit "A"; accep':ing a finding by the Board of County Commissioners of Dade County, Florida, and of the City Commission of the City of Miami Beach for said area to be a "blighted area"; accepting a finding of necessity as to the rehabilitation, conservation or redevelopment, or combination thereof, of such area; accepting a delegation of certain powers from the City Commission of the city of Miami Beach to the Miami Beach Redevelopment Agency pursuant to Chapter 163, Part III, Florida statutes; accepting a declaration of the City Commission of the City of Miami Beach that the Miami Beach Redevelopment Agency may act as the Community Redevelopment Agency with full power to exercise all the powers permitted by Part III of Chapter 163, Florida statutes, which may be delegated by the City Commission of the City of Miami Beach to the Miami Beach Redevelopment Agency; directing the initiation, preparation and adoption of a redevelopment plan and any amendments thereto; directing the submission of the redevelopment plan to the local planning agency of the City of Miami Beach for review and recommendations as to conformity with the comprehensive plan; all for the said City Center/Historic Convention Village Redevelopment and Revitalization Area; and providing for severability and providing an effective date; is hereby called to be held before the Miami Beach Redevelopment Agency in the Miami Beach City Commission Chambers on the third floor of City Hall, 1700 Convention Center Drive, Miami Beach, Florida, Wednesday, February 3, 1993, beginning at 10:45 a.m.; and the Agency Secretary is hereby authorized and directed to publish the appropriate Public Notice of said Public Hearing in a newspaper of general circulation in the City of Miami Beach, at PASSED and ADOPTED this 20th FORM APPROVED LEGAl:. To: SUBJECT: RESOLUTION SETTING A PUBLIC HEARING FOR FEBRUARY 3, 1993 FOR THE MIAMI BEACH REDEVELOPMENT AGENCY TO CONSIDER A RESOLUTION REGARDING A CERTAIN GEOGRAPHIC AREA KNOWN AS THE CITY CENTER/HISTORIC CONVENTION VILLAGB REDEVELOPMENT AND REVITALIZATION AREA, ACCEPT CERTAIN FINDINGS AND DELEGATIONS BY THB BOARD OP COUNTY COMMISSIONERS OP DADB COUNTY AND OP THE CITY COMMISSION OP THB CITY OP MIAMI BEACH WITH REGARD TO THB AFFECTED AREA. ADMINISTRATION RECOMMENDATION: It is recommended that the Miami Beach Redevelopment Agency's Board adopt the attached Resolution setting February 3, 1993, as the public hearing to discuss findings, delegations, and necessary actions to create a redevelopment project area known as the City Center /Historic Convention Village Redevelopment and Revitalization Area. BACKGROUND: Since the November 18, 1992, action by the City commission adopting the preliminary Finding of Necessity report, the Administration has been working closely with Dade County staff to establish dates and processes for creation of a redevelopment area encompassing the City Center area. The Dade County staff has committed to a process which adopts a trust fund and final delegation of all authority by mid-March, 1993, so that the present Dade County Commission can deal with this process in its entirety. In order to meet this schedule, the process to set the required public hearing has been started. ANALYSIS: On February 3, 1993, the Miami Beach Redevelopment Agency will be asked to: . Accept a finding by the Board of County Commissioners of Dade County and by the City commission of the City of Miami Beach for the area to be "a blighted area." . Adopt a finding of necessity as to the rehabilitation, conservation or redevelopment of such area; . Accept a delegation of certain powers from the City commission of the City of Miami Beach to the Miami Beach Redevelopment Agency; 5 -1- . Accept a declaration of the City Commission that the Miami Beach Redevelopment Agency may act as the Community Redevelopment Agency with full power to exercise all powers permitted by Part III, Chapter 163, Florida statutes; . Direct the initiation, preparation and adoption of a redevelopment plan; . Directing the submission of the redevelopment plan to the local planning agency for review and recommendation as to conforming with the City of Miami Beach comprehensive Plan; CONCLUSION: The Miami Beach Redevelopment Agency's Board should approve the attached Resolution in order to expedite the process in accordance with the Dade County calendar.
