80-89 RDA RESOLUTION NO. 80-89 A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT AGENCY DIRECTING ITS EXECUTIVE DIRECTOR TO PUBLISH AN INVITATION FOR PROPOSALS SOLICITING PRIVATE REDEVELOPERS OR ANY PERSON INTERESTED IN UNDERTAKING A REDEVELOPMENT OF ALL OF THE PROPERTY LOCATED IN BLOCK 9, OCEAN BEACH SUBDIVISION, AS RECORDED IN PLAT BOOK 2, PAGE 38, PUBLIC RECORDS OF DADE COUNTY, FLORIDA, CONSISTENT WITH THE MIAMI BEACH REDEVELOPMENT PLAN AND STRATEGY AND THE COMMUNITY REDEVELOPMENT ACT; FURTHER DIRECTING THE EXECUTIVE DIRECTOR TO PUBLISH AN INTENTION TO ACQUIRE AND DISPOSE OF SUCH PROPERTY CONSISTENT WITH THE ABOVE. WHEREAS, the city of Miami Beach adopted the Miami Beach Comprehensive Plan pursuant to the Local Government Comprehensive Planning Act, which Comprehensive Plan incorporates by reference the adopted South Shore Redevelopment Plan as amended; and WHEREAS, pursuant to such redevelopment plan, the City Commission adopted the South Shore Revitalization STRATEGY on February 15, 1984; and WHEREAS, the four major goals of the Revitalization STRATEGY for the City of Miami Beach are: to re-establish the area as an economically viable and fundamentally diverse urban neighborhood; to involve minimum relocation and condemnation; to enhance the diversity of form and activity through the use of established planning and design principles; and to create a traffic system that adequately serves both through and local traffic needs of the area; and WHEREAS, the STRATEGY encourages City-owned property to be used to aggregate larger parcels for development opportunities; and WHEREAS, said STRATEGY provides that private developers should be encouraged to provide an adequate supply of off-street parking to accommodate their projects; and WHEREAS, the City owns two parcels in Block 9, OCEAN BEACH SUBDIVISION, as recorded in Plat Book 2, Page 38, Public Records of Dade County, Florida; and WHEREAS, the Revitalization STRATEGY envisions the need for approximately 1,500 parking spaces to serve this anticipated 1 development at or near the entry of the proposed major arterial loop on Alton Road and Miami Beach Boulevard; and WHEREAS, said STRATEGY provides that necessary parking may be provided in proposed developments or on separate sites with sufficient proximity to the private development; and WHEREAS, said STRATEGY provides that the Parking Department may issue revenue bonds to fund necessary public parking facilities or to provide development incentives to the public sector; and WHEREAS, the Community Redevelopment Act requires that prior to the city and the Redevelopment Agency transferring ownership to a private property owner, the property must be disposed of for not less than the fair market value and in accordance with such reasonable competitive bidding procedures as the City or the Agency may prescribe; and WHEREAS, the Community Redevelopment Act provides that land to be redeveloped should be transferred as rapidly as feasible in the public interest, consistent with the carrying out of the provisions of the Community Redevelopment Plan; and WHEREAS, the Miami Beach Redevelopment Agency has determined that its Redevelopment efforts require adequate parking; and WHEREAS, the Miami Beach Redevelopment Agency has determined that the aforementioned parcel is a good location for providing at least 600 public parking spaces; and WHEREAS, the Miami Beach Redevelopment Agency is interested in seeking proposals from private redevelopers interested in developing public parking at this site in conjunction with other uses or benefits consistent with the Redevelopment Plan; and WHEREAS, such requested proposals would include at a minimum: a plan for redevelopment and land acquisition; estimated costs; financing plan and proposers financing capability; time for the undertaking; developer qualifications and benefits to be derived to the Miami Beach Redevelopment Agency; and WHEREAS, the Miami Beach Redevelopment Agency reserves the right to rej ect all such proposals or to otherwise negotiate a development agreement with any such interested proposers. 2 NOW THEREFORE, BE IT DULY RESOLVED BY THE MIAMI BEACH REDEVELOPMENT AGENCY that the Executive Director is hereby directed to publish and disseminate an Invitation for Proposals consistent with the above and a Notice of Intent to acquire and dispose of the following described property consistent with the Community Redevelopment Act and the Miami Beach Redevelopment Plan and STRATEGY: all of Block 9, OCEAN BEACH SUBDIVISION, as recorded in Plat Book 2, Page 38, Public Records of Dade County, Florida.
