A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF SIX (6) BANNERS FOR
11TH INTERNATIONAL GENOME SEQUENCING AND ANALYSIS
CONFERENCE, BE HELD AT THE FOUNTAINEBLEAU mLTON
HOTEL FROM SEPTEMBER 17, 1999, TO SEPTEMBER 23, 1999,
AS REQUESTED BY THE APPLICANT A T THE FOLLOWING
LOCATIONS: 4400 COLLINS A VENUE IN FRONT OF THE
FOUNTAINEBLEAU IllLTON HOTEL, 4525 COLLINS A VENUE IN
FRONT OF THE EDEN ROC HOTEL AND 4333 COLLINS A VENUE
IN FRONT OF BEST WESTERN BEACH RESORT /FOUR POINTS;
SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE
PUBLIC RIGHT-OF-WAY; MEASURE 3' X 7'; HAVE COPY AND
DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; AND
SHALL BE INSTALLED AND REMOVED IN ACCORDANCE WITH
ALL OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN SEPTEMBER 17,
1999, AND REMOVED BY SEPTEMBER 24, 1999.
WHEREAS, 11th International Genome Sequencing and Analysis Conference (applicant)
will be holding a convention at the Fountainbleau Hilton Hotel from September 17, 1999, through
September 24,1999; and
WHEREAS, in order to publicize the event, and draw attention of the media and the
public at large, the applicant has requested light pole banners, measuring 3 feet by 7 feet, to be
placed at: 4400 COLLINS AVENUE IN FRONT OF THE FOUNTAINEBLEAU HILTON
HOTEL, 4525 COLLINS AVENUE IN FRONT OF THE EDEN ROC HOTEL AND 4333
COLLINS AVENUE IN FRONT OF BEST WESTERN BEACH RESORT IFOUR POINTS; and
WHEREAS, said banners will be installed no earlier than September 17, 1999, and
removed by September 24, 1999; and
WHEREAS, the applicant has requested approval and authorization for the placement of
a total of six (6) banners; and
WHEREAS, the applicant will post a performance bond to ensure the removal of the
banners by September 24, 1999, and will ensure that any damage to light poles will be repaired
at its expense, and will meet all other applicable City requirements; and
WHEREAS, Section 9-3.C.4 of the City's Zoning Ordinance (Ordinance No.89-2665),
as amended, requires that the Mayor and City Commission approve the installation of temporary
banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of six (6) banners for 11th International
Genome Sequencing and Analysis Conference, to be held at the Fountainbleau Hilton Hotel from
September 17, 1999, through September 23, 1999, as requested by the applicant at the following
locations: 4400 COLLINS A VENUE IN FRONT OF THE FOUNT AINEBLEAU HILTON
HOTEL, 4525 COLLINS AVENUE IN FRONT OF THE EDEN ROC HOTEL AND 4333
COLLINS AVENUE IN FRONT OF BEST WESTERN BEACH RESORTIFOUR POINTS; said
banners to be affixed to light poles in the public right-of-way, measure 3' x 7'; have copy and
design as shown on the attached drawings, the banners be installed no earlier than September 17,
1999, and removed by September 24, 1999, and shall be installed and removed in accordance with
all other applicable city requirements.

Pursuant to Section 9-3-CA - Light Pole Banners: The following
information is provided for the Light Pole Banners for the 11 th International
Genome Sequencing and Analysis Conference for September 18-21, 1999
The light pole banners for the 11 th International Sequencing and Analysis Conference are
3ft. in width and 7ft. in length double faced and are made of vinyl. It will be a three color
screen printed process with shading of the date. The text of the light pole banner is the
name of the event which constitutes the overall image of the pole banner. The logo of
Incyte is one square foot of the total area of the pole banner. There will be a City of
Miami Beach logo at the bottom right on the Banner. there are no other logos on the
banner.

Adopt the Resolution.
BACKGROI1ND
The Zoning Ordinance requires that the City Commission approve the installation of temporary
banners, pursuant to Section 9~3.C.4 which reads, in part:
Light Pole Banners affixed to light poles or other similar structures on the public right-of-way
shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of installation
of banners shall be subject to the Design Review process and approved by the City
Commission and the Public Works Department.

e. Banners announcing special events, either to be held in Miami Beach or to be
associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
ANALYSIS
The purpose of the banners is to welcome and promote the 11th International Genome Sequencing
and Analysis Conference. The Institute for Genomic Research is a not-for-profit institute
providing education and research studies of the life sciences on topics such as agriculture, model
organisms, analysis of genomes and gene products in viruses, etc. The conference enables students
and young scientists to attend and work with scientists as summer interns.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than September 17, 1999 and removed no later than September 24, 1999.
CONCIJJSION
The City Commission should approve the installation of the subject light pole banners for the 11th
International Genome Sequencing and Analysis Conference.
