RESOLUTION NO. 99-23283
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
PURCHASE OF A MOVING ART STORAGE SYSTEM AND
A CUSTOM DESIGNED TEXTILE STORAGE CABINET
FROM CRYST ALIZA TIONS SYSTEMS, INC., IN THE
AMOUNT OF $102,100, AS THE SOLE SOURCE PROVIDER.
WHEREAS, the preservation of the works of art in the Bass Museum's permanent collection
is a fundamental part of its mission; and
WHEREAS, a grant from the Federal Institute of Museum and Library Services (IMLS)
Conservation Project Support Grant Program is pending for a total of $50,000, the maximum grant
amount to be awarded, and the Mayor and the City Commission authorized the provision of a cash
match of $52, 1 00 to purchase a Moving Painting Storage System and Oversized Archival Storage
Cabinet for the Bass Museum Permanent Collection; and
WHEREAS, Crystalizations Systems, Inc. is the sole source provider for the Moving
Painting Storage System and Oversized Archival Storage Cabinet; and
WHEREAS, the City has complied with the requirements for sole source purchases pursuant
to Section 2-367 (c) of the Miami Beach City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize the purchase of a Moving Art Storage System and a Custom Designed
Textile Storage Cabinet from Crystalizations Systems, Inc., in the amount of$102,100, as the sole
source provider.

Dear Mr. Rath,
At the request of the Bass Museum, I am contacting you regarding my experience with
Crystalizations storage units. As a conservation consultant specializing in the environmental
protection of museum collections, I am familiar with a wide variety of museum storage
equipment. As an independent consultant, I have worked for many museums throughout the
United States and have had the opportunity to look at many museum storage spaces and storage
hardware. Also, during my time at the Getty Conservation Institute, in the position as Head of
Conservation Processes within the Scientific Research Department, I was involved in the
evaluation of various types of museum storage units.
Crystalizations is the only company that manufactures art storage systems of all aluminum
materials combined with the manufacturing techniques from the aircraft and aerospace
industries. These materials and techniques are ideal for art storage because: 1) Aluminum
provides the same strength at 1/3 the weight of steel and 2) The finished aluminum surface does
not require any paint or protective coating which could possibly out gas and contaminate the
stored collection.
This combination of materials and manufacturing techniques distinguishes Crystaiizations
Systems from other manufacturers of art storage systems. More specifically, their hanging
storage system is uniquely constructed to minimize vibration and greatly reduces the risk
associated with such physical disruption. Ukewise, their oversized textile storage cabinets are an
excellent application of lightweight, inert materials to meet the conservation needs of a stored
collection.

BACKGROUND
On March 3, 1999, the Mayor and the City Commission adopted Resolution Number 99-23080,
authorizing the City Manager to submit an application to the Federal Institute of Museum and
Library Services (IMLS) Conservation Project Support Grant Program for a total of $102,100,
$50,000 of which is the grant amount requested, authorizing the provision of a cash match of
$52,100 to Purchase a Moving Painting Storage System and Oversized Archival Storage Cabinet
for the Bass Museum Permanent Collection; and appropriating said grant funds.
ANALYSIS
The attached letter was received from Art Preservation Services (APS), recommending
Crystalizations Systems Inc. as the sole source provider for the Art Storage System for the City of
Miami Beach. Crystalizations Systems, Inc. is currently the only company manufacturing such
items from aluminum. Aluminum offers as much strength as comparable weight steel, and the
aluminum finish does not require any paint or protective coating that may contaminate the art
collection. In addition, the hanging system offered is constructed to minimize any physical
destruction to the art which could be caused by vibration.

The Administration received a quotation in the amount of $102,100, which includes all materials,
manufacturing, transportation and delivery of a Moving Art Storage System and a Custom Designed
Textile Storage Cabinet.
CONCLUSION
The City Commission should adopt the Resolution.
