RESOLUTION NO. 99-23295
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING
THE SIXTH AMENDMENT TO THE POLICE
CONFISCATION TRUST FUND FOR FISCAL YEAR 1998/99,
IN THE AMOUNT OF $49,750, FUNDED FROM THE
PROCEEDS OF STATE CONFISCATED FUNDS.
WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to be
utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has determined that the need
for appropriation and expenditures exist and the appropriation and expenditure of forfeiture funds
is in compliance with Section 932.705, Florida Statutes; and
WHEREAS, such funds are available in the Police Confiscation Trust Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the Sixth Amendment to the FY 98/99 Police Confiscation Trust Fund
Budget for the City of Miami Beach, in the amount of $49,750, as reflected in the attached Exhibit
"A".

SIXTH BUDGET AMENDMENT
FISCAL YEAR 98/99
STATE FUNDS:
GANG RESISTANCE EDUCATION AND TRAINING (G.R.E.A.T.) $10,000
Gang Resistance Education And Training is a tool that is used to enhance
community policing efforts by combining classroom instruction with the talents
and experience of local law enforcement personnel who address issues relating
to violent crime and street gangs. The curriculum is taught by School Resource
Officers to elementary school children. The design and intent of the G.RE.AT.
Program is to decrease gang and youth violence across the nation.
During the first year of the program, we plan to provide the curriculum to all third
graders at the four public elementary schools (South Pointe, Fienberg/Fisher,
North Beach, and Biscayne elementaries). This is approximately 700 students.
The monies earmarked for the G.RE.AT. program will be used to
purchase teaching materials (including charts, training manuals, books, etc),
incentive items (G.R.E.AT. paraphernalia), graduation ceremonies, prizes for
best essays (read at graduations), training costs for G.RE.AT. instructors,
and other items necessary to teach the curriculum.
COOL SCHOOL OF DADE COUNTY, INC. Is a not for profit organization $25,000
established in 1996 in Miami Beach and is funded by a variety of
public and private sources. Currently, its principal purpose was
to combat gang recruitment of minors by providing educational,
recreational and social services to low income families and
their children. The children participate either on a voluntary
basis or by recommendations from social service agencies.
This is the third year which the Miami Beach Police Department
has made a financial contribution to the program from Confiscation Funds.
This Department has evaluated the program and found it to be an
exceptionally well-managed and productive program which
provides needed mentoring for the students involved.
THE PUBLIC SAFETY AND COMMUNICATIONS UNIT (911 CENTER) is
being reconfigured. All 911 operational positions are being replaced;

12 year warranty will provide us many years of cost free maintenance. These
chairs have been approved by the City's Risk Manager.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution
BACKGROUND
Florida Statute 932.705 provides for expenditures of forfeiture funds for law enforcement purposes.
The Chief of Police of the City of Miami Beach has reviewed and identified the need for the
appropriation and the expenditures of forfeiture funds in compliance with Section 932.705, Florida
State Statutes.
ANALYSIS
The Administration requests authorization to adopt the Sixth Amendment to the operating budget
for the FY 98/99 Police Confiscation Trust Fund in the amount of $49,750 from State funds to be
used to provide for the expenditures listed in Exhibit "A".
In accordance with Florida State Statute 932.705 forfeiture funds have been deposited in the Police
Confiscation Trust Fund. The City has complied with all statutory procedures involved in the
transaction of these funds.
CONCLUSION
The attached Resolution provides for the Sixth Amendment to the FY 98/99 Police Confiscation
Trust Fund in the amount of $49,750 to be used for the expenditures listed in Exhibit "A".
