99-23297 RESO RESOLUTION NO. 99-23297 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER'S SUBMITTAL OF A GRANT APPLICATION TO THE MIAMI BEACH VISITOR & CONVENTION AUTHORITY FOR FUNDING CONSIDERATION UNDER THE 1999-2000 TOURIST ADVANCEMENT PROGRAM, FOR SUPPORT OF THE PARKS AND RECREATION DEPARTMENT'S CITYWIDE HOLIDAY LIGHTING AND DECORATIONS SPECIAL EVENT, IN THE AMOUNT OF $40,000, WITH A MATCHING ALLOCATION OF $65,000 FROM THE CITY'S 1999 GENERAL FUND; ACCEPTING OF THE GRANT, IF AWARDED; AND APPROPRIATING THE A WARDED FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT. WHEREAS, the Miami Beach Visitors & Convention Authority (VCA) has funds available under the 1999-2000 Tourist Advancement Program for community based special events; and WHEREAS, the City of Miami Beach Parks and Recreation Department will be presenting the Citywide Holiday Lighting and Decorations Event at various locations in the City on November 15th. January 6th, 1999; and WHEREAS, the City will contribute $65,000 toward this event and the $40,000 requested grant from the VCA would greatly enhance the program assist in off-setting expenses which must be incurred to produce this event; and WHEREAS, this event will have a positive impact on our residents, and tourists by providing a community recreational and cultural activity and economic benefit for the patrons of the local hotels and business community; and WHEREAS, the deadline for this grant application was September 7, 1999, therefore requiring retroactive approval. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is hereby retroactively authorized to submit a grant application to the Miami Beach Visitor & Convention Authority for funding consideration under the 1999-2000 Tourist Advancement Program, for support of the Parks and Recreation Department's 1999 Holiday Lighting and Decorations Event, in the amount of$40,000, with a matching fund of $40,000; accepting the grant, if awarded; and appropriating the awarded funds in compliance with the terms of the grant. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. BACKGROUND: On July 21, 1999, the Administration presented in a Letter to Commission, an overview of the proposed Holiday Lighting/Decorations Special Event Program to the City Commission. The program calls for the installation of lighting and decorations for the following areas of the City: . North Beach Business District (Collins 71st to 78th) Normandy Isle Business District (Fountain and 71st) Collins Avenue (41st to 58th) Lincoln Road (Collins to Alton) South Beach (5th St., Washington Avenue, Ocean Drive) Public Facilities costs (estimated) $10,000 10,000 10,000 10,000 10,000 5.000 Total: $55,000 . . . . . Subsequent to the July 21, 1999 Letter to Commission, Washington Avenue, from 5th Street to Lincoln Road Mall and 41 st Street were added to the proposed program, bringing the number of areas identified to receive holiday lighting and decorations to seven (7). The Administration has subsequently identified an additional $10,000 for these areas, bringing the total budget for this program to $65,000. AGENDA ITEM c.. L f\ DATE~ 301 ANAL YSIS: The Administration 'is currently soliciting formal bids to produce this special event, with the installation of lighting and decorations scheduled to be completed prior to November 30, 1999. The total budget allocated for the 1999 Holiday Lighting and Decorations program at this time is $65,000. If this grant of $40,000 is awarded an enhanced program valued at $105,000 will be produced. The implementation of the 1999 holiday lighting and decorations special event will begin to enhance the appearance of the City during this holiday season. It is the Administration's intention to request additional funding be allocated annually until such time as the program attains the level that provides our citizens and visitors with the type of visual spectacle the City of Miami Beach is world famous for. This special event is eligible to receive funding from the Miami Beach Visitor & Convention Authority and, if approved, will significantly enhance the lighting program for Miami Beach's 1999 holiday season.
