48-87 RDA RESOLUTION NO. 48-87 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE EXECUTIVE DIRECTOR TO SEEK APPRAISALS FOR BLOCKS 78 AND 80 OF OCEAN BEACH ADDITION NO.3; AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE OPTIONS ON PRIVATELY-OWNED PARCELS WITHIN THESE TWO BLOCKS; AND AUTHORIZING THE AGENCY'S ATTORNEY TO SELECT AND HIRE QUALIFIED BOND COUNSEL FOR THE PURPOSES OF ISSUING TAX INCREMENT REVENUE BONDS WHEN HE DEEMS IT APPROPRIATE. BE IT RESOLVED BY THE REDEVELOPMENT AGENCY OF THE CITY OF MIAMI BEACH, FLORIDA, THAT WHEREAS, the City of Miami Beach, through Resolution No. 76- 14961 of February 17, 1976, created the Miami Beach Redevelopment Agency in order to administer and exercise the community redevelopment powers of the City of Miami Beach in accordance with the provisions of the Community Redevelopment Act of 1969, Chapter 163 of the Florida Statutes; and WHEREAS, the City commission of the City of Miami Beach, through Resolution No. 83-17403 of July 6th, 1983, declared itself to be the Miami Beach Redevelopment Agency pursuant to the authority of the Community Redevelopment Act of 1969, SS 163.357, Florida Statutes (1979); and WHEREAS, the Redevelopment Agency of Miami Beach is empowered to designate certain slum and blighted neighborhoods as redevelopment areas and undertake the necessary efforts to redevelop them according to approved plans; and WHEREAS, South Pointe is the only designated community redevelopment area within the City of Miami Beach; and WHEREAS, the South pointe Revitalization Strategy and supporting Corridor Studies, approved by the City of Miami Beach, recognize that a key consideration in redevelopment efforts through the South pointe area is the availability of suitably large parcels, as the small size of existing lots and ownership patterns makes land assembly difficult; and WHEREAS, Blocks 78 and 80 of Ocean Beach Addition No. 3 have been identified as a suitable redevelopment site for the construction of attractively-designed residential units; and WHEREAS, the Redevelopment Agency has prepared a request for proposals from developers for redevelopment of the entire two- block site; and WHEREAS, an independent appraisal of the property wi thin this two-block site is necessary in order to determine its value; and WHEREAS, the assembly of the privately-owned parcels included within the two-block site need be concluded within a reasonable period of time and at a reasonable price through negotiations with owners of said parcels for the purpose of Obtaining purchase options; and WHEREAS, the costs of optioning and/or acquiring private parcels within the site will be underwritten by the Redevelopment Agency through the issuance of tax increment bonds, for which the Redevelopment Agency needs to select and hire qualified bond counsel; NOW, THEREFORE, BE IT DULY RESOLVED BY THE REDEVELOPMENT AGENCY OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE EXECUTIVE DIRECTOR BE AUTHORIZED: 1. To seek appraisals for property wi thin the two-block site; 2. To negotiate options on privately-owned parcels within these two blocks; and BE IT FURTHER RESOLVED that the Redevelopment Agency's Attorney be authorized to select and hire qualified bond counsel for the purposes of issuing tax increment bonds to pay for the cost of land acquisition and other expenses related to this project, when he deems it appropriate.
