A RESOLUTION OF THE CITY OF MIAMI BEACH
REDEVELOPMENT AGENCY, AUTHORIZING THE
EXECUTIVE DIRECTOR TO AWARD CONTRACTS FOR
APPRAISAL SERVICES TO PROPERTY
CONSULTANTS, INC., (EDWARD M. WARONKER,
M.A.I.) AND LEONARD A. BISZ, M.A.I., FOR
THE PROPERTIES NEEDED IN BLOCKS 78 AND 80
OF OCEAN BEACH ADDITION NO.3, KNOWN AS
THE NEW RESIDENTIAL DEVELOPMENT AT THE
OLD POLICE STATION SITE.
BE IT DULY RESOLVED BY THE CITY OF MIAMI BEACH
REDEVELOPMENT AGENCY;
WHEREAS, Blocks 78 and 80 of Ocean Beach Addition No. 3
have been identified as a suitable redevelopment site for the
construction of attractively-designed residential sites; and
WHEREAS, the Redevelopment Agency has authorized the
Executive Director to seek appraisals for Blocks 78 and 80 of
Ocean Beach Addition No. 3 pursuant to Redevelopment Agency
Resolution No. 48-87; and
WHEREAS, a proposal for professional appraisal services
has been solicited and received from Property Consultants, Inc.,
(Edward M. Waronker, M.A.I.) and Leonard A. Bisz, M.A.I.,
appraisers; and
WHEREAS, Property Consultants, Inc., (Edward M.
Waronker, M.A.I.) fee for professional services will be $19,900
and Leonard A. Bisz, M.A.I., fee will be $27,500 for a total
appraisal service fees on this project in the amount of $47,400;
and
WHEREAS, the funding for this appraisal assignment is
to be taken from the Redevelopment Agency operating account.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF MIAMI
BEACH REDEVELOPMENT AGENCY, that:
1. The recommendation of the Redevelopment Agency
Executive Director that Property Consultants, Inc.,
(Edward M. Waronker, M.A.I.), and Leonard A. Bisz,
M.A.I., be awarded professional service contract for
the properties needed in Block 78 and 80 of Ocean Beach
Addition No. 3 in the South pointe Redevelopment Area
at the new residential development at the Old Police
Station Site is hereby accepted and approved.
2. Funds in the amount of $47,400 for this appraisal
assignment be taken from the Redevelopment Agency
operating account.

oear Mr. Parkins:
In accordance with your letter of February 10, 1988, I
herewith submit my appraisal proposal on the above property,
which is to be done as PHASE I, PHASE II and PHASE III. I wish
to thank you for the opportunity of submitting this appraisal
proposal on this project.
I am available to do this work and could initiate the work
within 10 days of assignment thereof. The estimated time for the
completion of the report would be approximately 3 weeks. I would
furnish four copies of the completed bound narrative report, on
the described premises, establishing an estimate of fair market
value based on the limitations of zoning and use. I would furnish
a signed Certificate of Appraisal on each of the parcels involved.
I would be prepared to give expert testimony on the
appraisal if deemed necessary by the City of Miami Beach Redevelopment
Agency.
My fee for this work as outlined in your letter and
enclosures would be as follows:
