RESOLUTION NO. 61-88
A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT
AGENCY, AUTHORIZING THE EXECUTIVE DIRECTOR TO AWARD
A CONTRACT FOR APPRAISAL SER VICES TO DELAHANTY AND
ASSOCIATES, INC., (HOWARD J. DELAHANTY, M.A.I. APPRAISER)
FOR THE PROPERTIES NEEDED IN BLOCK 53 OF OCEAN BEACH
ADDITION NO.3, KNOWN AS THE NEW RESIDENTIAL
DEVELOPMENT AT THE OLD POLICE STATION SITE.
BE IT RESOLVED BY THE MIAMI BEACH REDEVELOPMENT AGENCY;
WHEREAS, Blocks 78 and 80 of Ocean Beach Addition No.3, have been
identified as a suitable redevelopment site for the construction of attractively-designed
residential sites; and
WH ER EAS, the Redevelopment Agency staff recommends the inclusion of Block
No. 53 into the new residential development site known as the Old Police Station Site; and
WH ER EAS, a proposal for professional appraisal services has been solicited and
received from Delahanty and Associates, Inc., (Howard J. Delahanty, M.A.I., Appraiser); and
WH ER EAS, the funding for this appraisal assignment is to be taken from the
Redevelopment Agency operating account.
NOW, THEREFORE BE IT RESOLVED BY THE MIAMI BEACH
REDEVELOPMENT AGENCY, THAT:
1. The recommendation of the Redevelopment Agency Executive Director is
that Delahanty and Associates, Inc., (Howard J. Delahanty, M.A.I., Appraiser) be awarded a
professional service contract for appraisal of the properties needed in Block No. 53 of Ocean
Beach Addition No. 3 in the South Pointe Redevelopment Area at the new residential
development at the Old Police Station Site is hereby accepted and approved.
2. Funds in the amount of $15,950 for this appraisal assignment be taken from
the Redevelopment Agency operating account.

Dear Mr. Delahanty:
Your proposal to appraise the properties from First to Second Streets, between Meridian
Avenue and Washington Avenue on Miami Beach, for a fee of $13,450 (Phase 1), and $2,500
(Phase II, if at same time as Phase I), as outlined in your letter of September 20, 1988, has
been accepted.
Phase I -- The appraisals may be done as one volume. However, individual
appraisals for each lot (ownership) are required, including the appraisals of
ownership of City parcels and rights-of-way to be vacated. For your
information, you will find attached the property location map for new
Residential Development Old Police Station Site, South Pointe Development
Area.
Phase II -- An appraisal of the entire Block No. 53 site as a unit based upon the
Agency's RFP, including vacated rights-of-way after demolition has been
completed, will be required.
The work assignment will include furnishing four (4) bound copies of a written narrative
report setting forth your estimate of market value, including a signed Certificate of
Appraisal.

The time to complete this appraisal assignment is 45 days, for Phase I and Phase II,
following the receipt of this authorization to proceed.
Payment, upon completion of each Phase, will be made upon receipt of the appraisal report

Background:
The Redevelopment Agency, at its meeting of December 23, 1987, authorized the Executive
Director to seek appraisals for Blocks 78 and 80 of Ocean Beach Addition No.3, which has
been identified as a new residential development site known as the Old Police Station Site.
In order to initiate the acquisition process for the addition of Block 53, the Agency staff has
invited M.A.I. firms to submit proposals to perform the necessary appraisal services for the
City for this specific project. The appraisal assignment is requested to be done in two
phases: Phase I -- individual appraisals for each ownership is required, including appraisals
of ownership of City parcels in rights-of-way to be vacated. Phase II -- appraisal of the
Block .53 site as a unit base, including vacated rights-of-way after demolition has been
completed, is required.
A list of the appraisal firms responding to the solicitation for proposals, and are available
for this assignment, is attached for your review and information.
ADMINISTRA nON RECOMMENDA nON:
The Administration recommends that the Redevelopment Agency authorize the Executive
Director to award a contract for appraisal services for the properties involved in the new
residential development at the Old Police Station Site, Block No. 53, to Delahanty and
Associates, Inc., (Howard J. Delahanty, M.A.I. Appraised, in the amount of $15,950.
Funding to accomplish this work is to be taken from the Redevelopment Agency operating
account.

Dear Mr. Harrison:
I am pleased to submit the following proposal for your considera-
tion, relative to the appraisal of land to be acquired by the
City of Miami Beach Redevelopment Agency, located between 1st and
2nd Streets and between Meridian Avenue and Washington Avenue,
Miami Beach.
My preliminary investigation reveals that there are twelve (12)
privately owned parcels of land and one parcel owned by the City
of Miami Beach, plus alley and street right of way.
I will prepare a narrative appraisal report to include Property
Descriptions, Valuation analysis with supporting data and a
signed Certificate of value for each parcel. Four (4) original
copies of the narrative report will be submitted, each contained
in one (1) volume if practical.
In the event Eminent Domain proceedings are filed, I will supply
expert testimony relative to my estimates of value. I am
prepared to complete the assignment within forty-five (45) days
following your authorization to proceed.
Phase I
Individual appraisals for each ownership

Entire block as a building site including
vacated right of way and subsequent to
