A RESOLUTION OF THE BOARD OF COMMISSIONERS OF
THE MIAMI BEACH REDEVELOPMENT AGENCY ESTABLISH-
ING TRANSITION PLAN AND AUTHORITY OVER BOOKS,
RECORDS, AND BANK ACCOUNTS.
WHEREAS, the Board of the Redevelopment Agency has deter-
mined that it is time for a change in the course and direction of
redevelopment in Miami Beach; and
WHEREAS, a new Board has assumed the responsibilities of
managing redevelopment; and
WHEREAS, it is necessary to effect a smooth and orderly
transition of staff, personnel, and consultants, while assuring that
responsibility is clearly defined;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMIS-
SIONERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY that:
1. Executive Director Gideon Kellerman is hereby di-
rected to add immediately the name of City Manager Rob Parkins or
his designee as a signatory on all Agency bank accounts and to issue
no checks without said signature and approval.
2. City Manager Rob Parkins shall cause a detailed fi-
nancial report to be made immediately by an independent accounting
firm of all assets and liabilities of the Agency as of this date and
to report back to the Board. Director Kellerman and all Agency em-
ployees are directed to cooperate fully in the preparation of this
report.
3. City Attorney John Ritter is directed to meet with
all counsel for the Redevelopment Agency and prepare a report im-
mediately of all pending legal matters and litigation, with a recom-
mendation as to which matters should remain with outside legal coun-
sel, and who should be employed as general counsel and outside
counsel to the Agency.
4. City Manager Rob Parkins shall cause a report to be
prepared by an independent accounting firm listing and describing
all employment contracts of the Agency, all consultant contracts, a
job description of personnel employed by the Agency, and any other
contractual obligations of the agency. Director Kellerman and all
agency employees are directed to cooperate fully in the preparation
of this report.
5. City Manager Rob Parkins shall have the authority to
approve or reject all contracts and leases of the Agency and to con-
tinue or terminate the employment of all personnel.
