CITY OF MIAMI BEACH RESOLUTION NO. 2004-25769 RELATIVE TO
THE CONSTRUCTION OF THE 63RD STREET FL YOVER PROJECT.
Attached please find the response from the Florida Department of Transportation (FOOT)
to the recently enacted Resolution of the City Commission regarding impacts associated
with the 63rd Street Flyover Project.
As the attached letter indicates, FOOT is willing to embrace several of the suggestions
offered by the City and commits to work with the City, both in public information and in
finding ways to improve the maintenance of traffic plan that will be so critical to the success
of this project.
The Administration will continue to work closely with FOOT on this very important project to
our community to assure that the project proceeds as smoothly as possible.

Dear Mr. Gonzalez:
We are in receipt of Resolution No. 2004-25769 encouraging the Florida Department of
Transportation (FDOT) to mitigate impacts associated with the construction of the 63rd
Street Flyover project.
The Resolution recognizes the mitigation efforts FOOT has identified to reduce
construction time and minimize impacts for this project. It also encourages FOOT to
consider the following:
a) Expand construction hours to begin at 7:00am
b) Create a Citizens Advisory Committee to allow for increased public
information opportunities
c) Increase the amount of incentive to the contractor
d) Explore additional hours of construction with the Contractor and report
any construction time alternatives to the City
e) Schedule the construction of the Harding Avenue safety project to
coincide with the Flyover project
FDOT will consider items a, b, and d and will work closely with the City to develop an
effective public information program. The FDOT has already increased the incentive
amount to $860,000 and included a milestone bonus to finish the Indian Creek roadway
work before Christmas 2006. This incentive amount is considerably higher than the one
offered for the Collins Avenue project and thus recognizes the significance of this
project. As such, FDOT will not increase this amount any further. As to scheduling the
Harding Avenue project to coincide with the flyover project (item e), FDOT has
considered this, however we do not see the benefit. The Harding Avenue project is just a
milling and resurfacing project, scheduled to begin in August 2005 and be completed by

December 2005 (120 days duration). Because of its short duration, we want to have this
portion of roadway free of construction activities before we begin the flyover project in
April 2006.
I want to assure you that FDOT continues to look at ways to improve the MOT during
construction and will continue to do so throughout the duration of this project. If you
