A RESOLUTION OF THE BOARD OF COMMISSIONERS
OF THE MIAMI BEACH REDEVELOPMENT AGENCY
AUTHORIZING AND DIRECTING FREILICH, LEITNER
& CARLISLE, P.C. TO ENTER INTO A SUBCONTRACT
AGREEMENT WITH A CONSULTANT TEAM, SUBJECT TO
THE APPROVAL OF THE CITY COMMISSION, FOR THE
PREPARATION OF DETAILED PLANS FOR SPECIFIC
SOUTH POINTE PROJECT AREAS AS A CONDITION
PRECEDENT TO ISSUANCE OF REQUESTS FOR
PROPOSALS.
WHEREAS, the Agency has recommended and the Ci ty has
adopted a redevelopment plan for South pointe (South Shore
Revi talization Strategy, adopted February 15, 1984, Resolution
No. 84-2403); and
WHEREAS, said Plan sets forth a general approach
including goals, objectives and policies wi th respect to land
use, density and public improvements in the redevelopment area;
and
WHEREAS, in implementation of said Plan the Ci ty has
sought and received voter approval for a $9.8 million package of
public improvements for the redevelopment area; and
WHEREAS, in implementation of said Plan the City is in
the process of reviewing new proposed performance standard
zoning for the redevelopment area; and
WHEREAS, there has been developer interest expressed
in the redevelopment of specific blocks and parcels in the
redevelopment area; and
WHEREAS, litigation relative to the utilization of the
marina upland parcels
(SSDI v. City of Miami Beach)
is
anticipated to be resolved within the near future; and
WHEREAS,
South
pointe
marina
construction
is
proceeding; and
WHEREAS, it is deemed necessary to coordinate these
activi ties and to provide a more direct focus for the
redevelopment of specific parcels in the
leading directly to issuance of Requests
private developers to undertake redevelopment;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY that:
1. Freilich, Leitner & Carlisle, P.C., Legal
Consultants to the Agency, are hereby authorized and directed to
identify an appropriate consultant team to prepare detailed
plans for specific South pointe project areas, which plans would
form the basis for Requests for Proposal for specific
redevelopment projects.
2. The Consultant team shall be development-oriented
and shall include one or more individuals or firms with
redevelopment

combination of funds already allocated to the Freilich, Leitner
& Carlisle, P.C. contract (not to exceed $25,000) and subject to
City Commission approval and authorization, through the issuance
of not more than $100,000.00 of bond anticipation notes from the
$9.8 million general obligation bonds for South pointe
infrastructure improvements.
6. The Consultant team shall, in preparing the
detailed project plans, seek input from Ci ty staff and
officials, the Planning Board, the Mayor's Economic Development

Council and such other individuals and organizations as are
deemed necessary and appropriate.
