This Letter to the Commission is to provide information on the nomination of several
members of the Miami Beach Police Department for awards from the LEO Foundation.
Sgt. Rick Clements was nominated in the Crime Prevention I Community Policing award
category. Sgt. Clements has applied progressive techniques in bringing the Police
Department to the people of Miami Beach and creating an environment of evolving
partnerships. His efforts have included a large scale graffiti investigation, assisting with
Homeless Outreach, coordinating community outreach during Memorial Day, modernizing
communications with a sophisticated email system for crime watchlhome owners groups,
and training on crime prevention techniques for hoteliers.
Officer Kevin Graham was the Dade Chiefs Officer of the Month for January 2004 for his
extensive investigation and search of the boardwalk area leading to the apprehension and
positive identification of a subject featured on America's Most Wanted. This felon had
open warrants for Homicide Arson, Robbery with a Gun, and Unlawful Flight to Avoid
Prosecution.
Detective Luis King was the Dade Chiefs Officer of the Month for October 2004 for his
efforts in apprehending an attempted homicide subject who had just fled the scene of a
shooting. Detective King was in the area finishing an off-duty job when the BOLO went
out. Detective King immediately responded to the area and a foot chase ensued. During
the one block foot chase, the subject produced a large firearm and proceeded to point it at
Detective King. Detective King shot at the subject three times causing the subject to drop
the firearm. The subject's discarded Glock pistol was recovered and the subject was
apprehended.
Please join me in congratulating these extraordinary individuals for their hard work and
dedication to both the Miami Beach Police Department and the City of Miami Beach.
