97-22550 RESO RESOLUTION NO. 97-22550 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND APPROPRIATING $3,700,000 FROM PARKING REVENUE BOND FUND #481, INTO WORK ORDER ENTITLED, "42ND STREET PARKING GARAGE RENOVATION." WHEREAS, on February 20, 1996, at the request of the City, a Phase I study was performed by Ramp Associates for an analysis of existing conditions at the 42nd Street Parking Garage; and WHEREAS, the Phase I study concluded that the Garage needed to be addressed immediately to preserve its structural integrity; and WHEREAS, on June 5, 1996, the Mayor and City Commission authorized a Phase II study by Ramp Associates, which included the preparation of detailed construction drawings, contract and bidding documents, and technical specifications for those items identified in the Phase I study that were authorized for construction by the City; and WHEREAS, repair of the Garage is estimated to take approximately eighteen (18) months, and will return up to 400 parking spaces into the City's available parking inventory; and WHEREAS, detailed bidding and construction documents have been completed by Ramp Associates and turned over to the City for review; and WHEREAS, construction figures, supplied by Ramp Associates, are estimated to be $3,700,000; and WHEREAS, a complete review of all documents has been completed by the City's Construction and Engineering Department, Building Department, Parking Department, and the Development and Design and Historic Preservation Services Department; and WHEREAS, after review by these departments, Ramp Associates has incorporated all final changes into the respective documents; and WHEREAS, the Administration recommends that the Mayor and City Commission appropriate $3,700,000 from Parking Revenue Bond Fund # 481, for the renovation of the 42nd Street Parking Garage, incorporating the findings of the Ramp Associates study. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and appropriate $3,700,000 from Parking Reven ond Fund # 481, to Work Order entitled, "42nd Street Parking Garage Renovation." SUBJECT: ADMINISTR-\ nON RECOMMENDA nON: Approve the Resolution. BACKGROUND: On February 20,1996, at the request of the City, a Phase I study was performed by Ramp Associates for an analysis of existing conditions at the 42nd Street parking garage. It was stated in the report that the facility needed to be attended to immediately to preserve the structural integrity of the garage. For the past two years approximately 400 parking spaces have been unavailable for use by the public, due to the continuing deterioration of the facility. On June 5, 1996, the Mayor and City Commission authorized a Phase II study which included the preparation of detailed construction drawings, contract and bidding documents and technical specifications for those items identified in the Phase I study that were authorized for construction. Construction figures, supplied by Ramp Associates, are estimated to be $3,700,000. On July 16, 1997 the Mayor and the City Commission approved the issuance of a $21 million Parking Revenue Bond and the projects contained therein, including the renovation of the 42nd Street Garage. ANALYSIS: Detailed bidding and construction documents have been completed by Ramp Associates and turned over to the City for review. A review of all documents has been completed by the Public Works Department, Building Department, Parking Department, and the Development Design and Historic Preservation Services Department. After review by these departments, Ramp Associates incorporated all final changes into. each respective document. The 42nd Street Garage is a priority project, and the first to be funded from the 1997 Parking Revenue Bond issue. Repair of the facility is estimated to take approximately 18 months, and will return up to 400 parking spaces into the City's available parking inventory. AGENDA ITEM ~1t-\ lD -R-q 1 DATE .".~_....
