A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF BANNERS FOR "DESIGN
& ARCIllTECTURE DAY," AS REQUESTED BY THE APPLICANT
A T THE FOLLOWING WCA TIONS: 41ST STREET FROM
ALTON ROAD TO PINETREE DRIVE; COLLINS A VENUE FROM
14TH STREET TO LINCOLN ROAD; WASHINGTON A VENUE
FROM 5TH STREET TO 13TH STREET; 5TH STREET FROM
ALTON ROAD TO OCEAN DRIVE; DADE BOULEVARD FROM
WASHINGTON AVENUE TO ALTON ROAD, AND McARTHUR
CAUSEWAY FROM CITY OF MIAMI BEACH LIMIT TO ALTON
ROAD; SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN
THE PUBLIC RIGHT-OF-WAY, MEASURING 2' X 6"; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THE
BANNERS BE INSTALLED NO EARLIER THAN SEPTEMBER 23,
1999, AND REMOVED BY OCTOBER 4, 1999.
WHEREAS, "Architecture Day", long observed internationally, will be celebrated in the
United States for the first time on October 1, 1999 as "Design and Architecture Day;" and
WHEREAS, over a span of several days, lectures, seminars, exhibitions, architectural
tours, the lighting of public spaces, open houses and award ceremonies will take place; and
WHEREAS, with the encouragement of designers, architects, and academics, together
with schools, museums and professional organizations, "Design and Architecture Day" will help
the community to focus on these important urban elements; and
WHEREAS, in addition, the Mayor of Miami Beach has proclaimed October 1, as
"Design and Architecture Day;" and
WHEREAS, in order to publicize the event, and draw attention of the media and the
public at large, the applicant has requested light pole banners, measuring 2 feet by 6 feet, to be
placed at: 41st Street from Alton Road to Pinetree Drive; Collins Avenue from 14th Street to
Lincoln Road; Washington Avenue from 5th Street to 13th Street; 5th Street from Alton Road
to Ocean Drive; Dade Boulevard from Washington Avenue to Alton Road; and McArthur
Causeway from City of Miami Beach limit to Alton Road; and
WHEREAS, said banners will be installed no earlier than September 23, 1999,
and removed by October 4, 1999; and
WHEREAS, the applicant has requested approval and authorization for the placement of
a total of forty five (45) banners; and
WHEREAS, the applicant will post a performance bond to ensure the removal of the
banners by October 4, 1999, and will ensure that any damage to light poles will be repaired at its
expense, and will meet all other applicable City requirements; and
WHEREAS, Section 9-3.C.4 of the City's Zoning Ordinance (Ordinance No.89-2665),
as amended, requires that the Mayor and City Commission approve the installation of temporary
banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT THE MAYOR AND
CITY COMMISSION HEREIN APPROVE AND AUTHORIZE THE PLACEMENT OF
BANNERS FOR "DESIGN & ARCHITECTURE DAY", AS REQUESTED BY THE
APPLICANT AT THE FOLLOWING LOCATIONS: 41ST STREET FROM ALTON ROAD

It was a pleasure to meet with Ms. Judith Arango and yourself to discuss your ideas for
Design and Architecture Day. As you know, the City of Miami Beach supports high quality
design and is always enthusiastic In promoting the understanding and development of good
design and architecture. I am therefore very excited about the Arango Design Foundation's
effort to celebrate Design and Architecture Day in the United States for the first time. On
behalf of tbe City of Miami Beach I officially proclaim October 1, 1999, as "Deslan and
Architecture Day" in the City of Miami Beach.
As I mentioned at our meeting, we have a number of museums and cultural organizations in
Miami Beach that can contribute to this event. These organizations along with the Art Deco
Historic District should make Miami Bellch an incredible design asset to this event and I

Pursuant to Sectipn 9-3-CA - Light Pole Banners: The following
information is provided for the Light Pole Banners for Design &
Architecture Day October 1, 1999
The light pole banners for design & Architecture Day are 2ft. in width and 6ft. in length
double faced and are made of Polycotton knit fabric called Duralux is lighter than Vinyl
but just as Durable. It will be a 5 spot color screen printed process. The text of the light
pole banner is the name and date of the event and constitutes less than 25% of the total
area of the banner. The logo of the event represents the image on the banner.

ceremonies will take place. With the encouragement of designers, architects, and academics,
together with schools, museums and professional organizations, "Design and Architecture Day"
will help the community to focus on these important urban elements. In addition, the mayor of
Miami Beach has proclaimed October 1, as "Design and Architecture Day. "

Light Pole Banners affixed to light poles or other similar structures on the public right-of-way
shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of installation
of banners shall be subject to the Design Review process and approved by the City
Commission and the Public Works Department.
e. Banners announcing special events,' either to be held in Miami Beach or to be
associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
ANALYSIS
The purpose of the banner is to celebrate DESIGN & ARCHITECTURE DAY, October 1, 1999.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than September 23, 1999 and removed no later than October 4, 1999.
CONCI,USION
The City Commission should approve the installation of the subject light pole banners for Design
& Architecture Day in Miami Beach.
