RESOLUTION NO. 99-23309
A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA TO FUND THE OFF-DUTY POLICE PROGRAM
FOR WASHINGTON AVENUE, IN THE AMOUNT OF APPROXIMATELY
$264,000, THROUGH SEPTEMBER 30, 2000, OR UNTIL A NEW POLICE
ST AFFING PROGRAM IS APPROVED; AND CONTINUING TO ADMINISTER
THE PROGRAM THROUGH THE POLICE ATHLETIC LEAGUE (PAL) OF
MIAMI BEACH.
WHEREAS, the Administration recognizes the importance of continuing to provide
additional police security services on Washington Avenue through the Off-Duty Police Program; and
WHEREAS, the administrative responsibilities for monitoring and administering the Off-
Duty Police Program for Washington Avenue have been successfully performed by the Miami Beach
Police Athletic League; and
WHEREAS, the Administration recommends that the Mayor and City Commission herein
approve funding in the amount of approximately $264,000, through September 30, 2000, or until a
new staffing program is approved and implemented.
NOW THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize and approve the funding of the Off-Duty Police Program for
Washington Avenue, in the amount of approximately $264,000, through September 30,2000, or
until a new police staffing program is approved; and continuing to administer the Program through
the Police Athletic League (PAL) of Miami Beach.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
For the past several years, the community has urged increased police presence on Washington
Avenue. While the majority of officers are assigned there on regular shifts, additional staff is placed
through the Off-Duty Program. The Off-Duty Police administrative functions were initially provided
by the Miami Beach Community Development Corporation (MBCDC). The City's agreement with
MBCDC ended at the end of fiscal year 1997, and, at the Administration's request, was extended
by the City Commission for an additional 60 days which lapsed at the end of November, 1997.
MBCDC received a 10% administration fee for administering the Off-Duty Program. On
October 21, 1998, the City Commission extended the Washington Avenue Off-Duty Program
through January 1999, utilizing Law Enforcement Trust Funds. On January 20, 1999, the program
was again extended through September 30, 1999 and funded through salary savings in the Police
Department. The Administration is seeking to continue this Off-Duty Program and has identified
funding in the fiscal 1999/2000 budget.
In December of 1997, the City Commission awarded the supervision ofthe Off-Duty Program for
W ashington Avenue to the Police Athletic League (PAL). PAL has successfully monitored this
Program since that time. The Administration recommends that PAL continue to administer the Off-
duty Program through September 30, 2000, or until a new staffing program is approved. The
remuneration, approximately $22,000 per month, is available from funding identified in the fiscal
year 1999/2000 budget.

The total cost of the Off-Duty Police Program through September 30, 2000 will be approximately
$264,000. Continuance of the additional police presence on Washington Avenue is essential. It is
anticipated that new police hires will reduce the necessity of this Off-Duty Program, but a staffing
plan must be developed and approved.
ANALYSIS
The Police Athletic League has administered the Off-Duty Police Program for Washington Avenue
since December 1997, and has benefitted with the receipt of an administrative fee of 10%. (PAL is
in the process of building a new state-of~the~art facility which, when completed, will greatly enhance
available programming for our City's children.) PAL has validated all payroll reports and monitored
the Program on an ongoing basis. The Program costs have averaged $5,500 per week, and therefore
approximately $264,000 in costs for the year from October 1, 1999 through September 30, 2000 is
anticipated. When a new policing plan is accepted, it will reduce the need for this Off-Duty
Program. Until that time, the Off-Duty Program will continue.
CONCLUSION
The City Commission should approve the Resolution enabling PAL to continue to administer the
Off-Duty Program through September 30, 2000, or until the policing strategy for Washington
Avenue is revised, and this Program is no longer necessary.
