A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN
APPLICATION TO THE ENVIRONMENTAL PROTECTION
AGENCY'S SUSTAINABLE DEVELOPMENT CHALLENGE GRANT
PROGRAM WHICH PRESENTS THE ELECTROW A VE SHUTTLE
SERVICE AS A REPLICABLE PROJECT OF NATIONAL
IMPORTANCE AND WHICH SEEKS A GRANT IN THE AMOUNT
OF $250,000 FOR THE ENHANCEMENT OF THE ELECTROW AVE
SHUTTLE SERVICE; AND TO APPROPRIATE THE FUNDS, IF
AWARDED.
WHEREAS, the mission of the Environmental Protection Agency is to protect human health
and to safeguard the natural environment--air, water, and land--upon which life depends; and
WHEREAS, the Environmental Protection Agency fulfills its mission by urging communities
to link environmental protection, economic prosperity and community well-being by awarding
Sustainable Development Challenge Grants; and
WHEREAS, the Electrowave Shuttle Service is a nationally significant electric vehicle
transportation project developed by the City of Miami Beach and the Miami Beach Transportation
Authority for the purpose of integrating the City's concern for the environment and the well-being
of its citizens and visitors with the goals of community revitalization and economic prosperity; and
WHEREAS, the Electrowave Shuttle Service needs additional development funds and fits the
criteria established for the Sustainable Development Challenge Grant; and
WHEREAS, the City has identified a 20% nonfederal match from fare collection that has been
already allocated to the Electrowave Shuttle Service's budget and that will fulfill requirements of
Environmental Protection Agency for funding under the Sustainable Development Challenge Grant;
NOW, THEREFORE, BE IT nUL Y RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND
CITY COMMISSION OF MIAMI BEACH, FLORIDA authorize the City Manager, or his
designee, to submit an application to the Environmental Protection Agency's Sustainable
Development Challenge Grant Program which presents the Electrowave Shuttle Service as a
replicable project of national importance and which seeks a grant in th unt of $250,000 for the
enhancement of the Electrowave Shuttle Service; and to appropri nds, if awarded.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND
The mission of the U.S. Environmental Protection Agency (EPA) is "to protect human health and
to safeguard the natural environment--air, water, and land--upon which life depend". The EPA was
established as an independent agency on December 2, 1970 under President Richard M. Nixon.
The EP A initiated the Sustainable Development Challenge Grant (SDCG) program as a pilot effort
in 1996 and has funded 96 of the 2,218 proposals received in the first three years ofthe program (FY
96,97,98) for.a total of approximately $10,500,000. The SDCG is one of President Clinton's high
priority actions described in the March 16, 1995 report, "Reinventing Environmental Regulation".
The EP A anticipates that $9.4 million will be available for the SDCG program in FY 99/00,
including $4.7 million authorized by Congress for FY99 and an additional $4.7 million requested
for the program in the President's FYOO Budget Request and subject to. Congressional authorization.
FUNDING ANALYSIS
Since 1996, the Electrowave Shuttle Service has acquired capital and operating monies from diverse
sources. The amounts listed below reflect acquired funds, expended and unexpended for FY 96-97,
FY 97-98 and FY 98-99. These amounts do not include funds for the Proposed Intermodal Center.

ANALYSIS
The amount sought by the City for the SDCG program, $250,000, is the maximum allowed in a
range of$100,000 to $250,000 for projects with budgets greater than $125,000. The purpose of the
City's grant request to the SDCG is to enhance the existing Electrowave Shuttle service. This grant
can also be used for operating costs; an area of funding concern.
Out of the 96 projects funded over the SDCG's three year history, only one project has been in
Florida. Geographic diversity is a goal listed for the FY 99/00 SDCG program, which is an
advantage for the City's grant request. Additionally, the EP A has nearly doubled the funding budget
of the SDCG from $5 million in FY98/99 to an anticipated $9.4 million. This increases the
probability that Florida projects will receive due attention.
Enhancing the Electrowave Shuttle Service fits the SDCG criteria by creating links between the
environment, the economy and the community. Developed by the City and the Miami Beach
Transportation Authority, the Electrowave Shuttle Service is a collaboration of several community
funding partners including the Florida Department of Transportation, Clean Cities Coalition, the

Florida Department of Environmental Protection, Florida Power and Light Company, the Florida
Alliance for Clean Technologies and the International Council for Local Environmental Initiatives.
Thus, support for this project ranges from local to federal funding as well as from the private sector.
Recent accolades for the Electrowave Shuttle Service may also improve our grant request. The
Electrowave received the Way To Go EP A award that honors "local innovators who are enhancing
their communities and the environment through transportation improvements". The Electrowave
Shuttle Service also just received the Creative Excellence Award from the National Association for
Commuter Transportation.
CONCLUSION
The Administration recommends approval of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida authorizing the City Manager, or his designee, to
submit an application to the Environmental Protection Agency's Sustainable Development Challenge
Grant Program which presents the Electrowave Shuttle Service as a national model and which seeks
a grant in the amount of $250,000 for the enhancement of the Electrowave Shuttle Service; and to
appropriate the funds, if awarded.
