A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, REQUESTING THE FLORIDA
DEPARTMENT OF TRANSPORTATION (FDOT)
AND THE METROPOLITAN PLANNING
ORGANIZATION (MPO) TO TAKE WHATEVER
STEPS ARE NECESSARY TO CANCEL THE
PLANNED PROJECT FOR HARDING AVENUE IN
THE CITY OF MIAMI BEACH AND TO PROPOSE
OTHER ALTERNATIVES TO ADDRESS
PEDESTRIAN SAFETY ISSUES THAT WERE
RAISED BY THE MIAMI BEACH CITY
COMMISSION FOUR YEARS AGO.
WHEREAS, in 2003, the Florida Department of Transportation (FDOT)
represented to the Miami Beach City Commission that it would not widen any lanes in
conjunction with the Harding Avenue Project (the "Project") between 75th and 88th
Streets; however, now one of the lanes is proposed to be widened to create three lanes;
and
WHEREAS, in 2003, FDOT also represented to the Miami Beach City
Commission that there would be a loss of only 56 parking spaces; however, the Project
now removes 120 parking spaces; and
WHEREAS, in 2003, the Project as presented to the Mianfi Beach City
Commission provided for the widening of sidewalks; however the Project does not
currently provide for the widening of the sidewalks; and
WHEREAS, the Miami Beach City Commission continues to be concerned that
the proposed alternating parking design (chicaning) for the Project will create unsafe
conditions; and
WHEREAS, the City Commission is also concerned with the speed of traffic in
the area of the Project with regard to pedestrian safety; and
WHEREAS, a signal want analysis was not conducted prior to FDOT's selection
of an option to create a more pedestrian-friendly area; and
WHEREAS, the City Commission is desirous of investigating options to reduce
the number of lanes on Harding Avenue, as well as other options which would be
consistent with the City Commission's concern for pedestrian safety and safe traffic flow
in the area of the Harding Avenue Project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that FDOT and
the MPO are hereby requested to take whatever steps are necessary to cancel the planned
project for Harding Avenue and to propose other alternatives to address the pedestrian safety
issues that were raised by the Miami Beach City Commission four years ago.

Discussion Item regarding FDOT's Harding Avenue Project
Please place an item for discussion on the January 12th Commission agenda regarding
FDOT's Harding Avenue Project.
I would like to kindly request that the Administration invite representatives from FDOT
