97-22557 RESO RESOLUTION NO. 97-22557 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA RETROACTIVELY APPROVING THE APPLICATION AND, IF APPROVED, APPROPRIATING THE FUNDS, FOR A GRANT FROM THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION IN THE AMOUNT OF $111,307.00, FOR CONTINUATION OF THE MIAMI BEACH POLICE DEPARTMENT'S DRIVING UNDER THE INFLUENCE (DUI) ENFORCEMENT PROJECT. WHEREAS, the Miami Beach Police Department was awarded a grant in October, 1996 from the State of Florida, Department of Transportation for the purpose of creating a Driving Under the Influence (DUI) Enforcement Project; and WHEREAS, the Police Department has applied for second year funding to continue this Project and the State of Florida Department of Transportation has funds available for the Project; and WHEREAS, the total funds for the grant are $111,307.00, with the Department of Transportation funding $89,046.00, and the City providing matching funds in the amount of $22,261.00 from the Police Confiscations Account; and WHEREAS, the funds will be used to pay eighty percent (80%) of the salaries and benefits for two (2) police officers; and WHEREAS, the deadline for submission of the grant was September 15, 1997. Due to difficulties in preparing the grant package and collecting the statistical data, retroactive approval IS necessary. NOW THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that retroactive approval is herein granted for the Miami Beach Police Department, through the Office of the City Manager, to apply for grant funding from the State of Florida Department of Transportation for $111,307.00 for continuation of the Miami Beach Police Department's Driving Under The Influence (DUI) Enforcement Project and if funded, the budgeting and expenditure of funds. ADMINISTRATION RECOMMENDATION Approve the Resolution. BACKGROUND The Miami Beach Police Department has applied for a grant from the State of Florida Department of Transportation for a Driving Under the Influence Enforcement Project. This application is for the continuation of a grant that was first awarded in October 19B6. The grant will fund 80% of the salaries and benefits for two (2) police officers for the 1997- 1998 fiscal year. These two police officers are dedicated to DUI enforcement dutiE~s. The total funds for the grant are $111,307.00, with the State funding $89,046.00 and the City providing matching funds in the amount of $22,261.00, from the Police Confiscations Account. The deadline for submission of the grant package was September 15, 1997. Due to difficulties in preparing the grant package and collecting the necessary statistical information, the Police Department was unable to meet the September 15, 1997 -date. The Department of Transportation has agreed to accept a late submission. DATE c.. 'l c.. IO-2~D AGENDA ITEM .I ANAL YSIS This grant gives the Police Department two (2) police officers dedicated to DUI enforcement duties. The Police Department has made significant efforts in DUI enforcement and education, which has resulted in the number of alcohol related traffic accidents being reduced to a level that is under the statewide average. This is the first time in several years that the Police Department has reduced DUI related accidents to this level.
