RESOLUTION NO. 97-22559
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REJECTING THE SOLE PROPOSAL RECEIVED IN
RESPONSE TO REQUEST FOR PROPOSALS NO. 113-96/97 ENTITLED, "CITY
PAY TELEPHONE LONG DISTANCE SERVICE," AND AUTHORIZING THE
ADMINISTRATION TO USE FLORIDA STATE CONTRACT NUMBER 991-810-97-
1, FOR THE PROVISION OF LONG DISTANCE SERVICE FOR PAY
TELEPHONES ON CITY PROPERTY.
WHEREAS, on July 21, 1997, the City issued Request for Proposals No. 113-96/97 entitled,
"City Pay Telephone Long Distance Service" (RFP); and
WHEREAS, AT&T was the only vendor to respond to the RFP; and
WHEREAS, the Administration would recommend that the Mayor and City Commission
reject the sole proposal received from AT&T, and authorize the Administration to utilize Florida
State Contract Number 991-810-97-1, for provision of long distance service for pay telephones on
City property.
NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby reject the sole proposal received in response to Request for Proposals No. 113-
96/97 entitled, "City Pay Telephone Long Distance Service," and authorize the Administration to
use Florida State Contract Number 991-810-97-1, for the provision of long distance service for pay
telephones on City property.

BACKGROUND
Commission Memorandum No. 259-89 (June 15, 1989) authorized International Telecharge, Inc.,
(IT I) to provide long-distance service for pay phones located on City property. In July, 1992, ITI
was merged with NTS and Telesphere to create Oncor Communications, Inc. The original
agreement term was for a period of eighteen months, with three (one-year) options for renewal.
Oncor has continued to provide services on a month-to-month basis since the agreement expired.
The City issued a Request for Proposals (RFP No. 113-96/97) for City Pay Telephone Long-
Distance Service on 7121/97 to solicit new services. AT&T submitted the only response to the
City's RFP on August 28, 1997. The terms of AT&T's proposal, including the commission rate to
be paid to the City, are essentially identical to an existing AT&T Florida State Contract.
ANALYSIS
The agreement with Oncor Communications Inc. specified a commission rate of 38% on only
operator-assisted calls within the U.S. The new AT&T agreement provides a 26% commission on:
operator.assisted domestic and international calls, 72 million AT&T calling card caJ.ls, 65 rmllion
Local Exchange Company cards, certain consumer credit cards, collect calls, bill to third-number
calls, and calls dialed with the AT&T access code. Commissions will be paid on all calls without
deduction for uncollectible calls. AT&T estimates that they will provide commissions equivalent
to a 39% to 52% rate if only operator-assisted U.S. calls are counted.

CONCLUSION
It is more expeditious to reject the sole proposal to the RFP, received from AT&T, and award Long-
Distance Service for Pay Telephones on City Property to AT&T, using Florida State Contract
Number 991-810-97-1. This will allow the City to quickly provide Pay Telephone Long Distance
Service in such a way as to maximize commissions to the City and provide consumers with equitable
long-distance rates.
