A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING
A RECOMMENDATION FROM THE SISTER CITIES
COORDINATING COUNCIL AND REPEALING
RESOLUTION NOS. 74-14393, 88-19254, AND 90-19983,
EST ABLISHING SISTER CITY RELATIONSHIPS WITH
THE CITIES OF TAIPEI, REPUBLIC OF CHINA; HERZLIA,
ISRAEL; AND MANAGUA, NICARAGUA, RESPECTIVELY;
FURTHER APPROVING THE BYLAWS OF THE SISTER
CITIES PROGRAM AND RATIFYING THE MEMBERS OF
THE COUNCIL, WITH THE TERMS AS INDICATED
HEREIN.
WHEREAS, the City of Miami Beach officially established a City of Miami Beach Sister
Cities Program on July 2, 1997, for the purpose of promoting awareness between the City and the
people of foreign cities to acquire a consciousness of each other, to understand each other as
individuals, as members of their community, as citizens of their country, and as part of the family
of nations; and
WHEREAS, the Sister Cities Coordinating Council (Council) is the governing body ofthe
Sister Cities Program; and
WHEREAS, the Council is responsible for the establishment of criteria for the Sister Cities
Program, particularly with regard to making recommendations to the Mayor and City Commission
for a foreign city becoming a sister city to the City of Miami Beach; and
WHEREAS, the Council has recently discussed that Resolutions No. 74-14393, establishing
a Sister City relationship with Taipei, Republic of China; Resolution No. 88-19254, establishing a
Sister City relationship with Herzlia, Israel; and Resolution No. 90-19983, establishing a Sister City
relationship with Managua, Nicaragua, were adopted without adhering to a criteria for establishing
a sister city relationship, and without any recommendation for establishment of such relationships
to the Mayor and City Commission; and
WHEREAS, the Council has now unanimously voted to recommend that the Mayor and City
Commission revisit the creation of the aforestated sister city relationships and repeal the aforestated
Resolutions; and
WHEREAS, in addition to the aforestated recommendation, the Council would further
recommend that the Mayor and City Commission approve the attached By-laws of the Sister Cities
Program, which have been reviewed by the Council and unanimously approved; and
WHEREAS, the attached Bylaws are consistent with the recommendations of the City of
Miami Beach Board and Committee Review Committee; and
WHEREAS, concurrent with the approval of its Bylaws, the Council would also recommend
that the Mayor and City Commission ratify the attached list of members of the Council, as attached
hereto, with terms assigned as indicated.
NOW THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept a recommendation from the Sister Cities Coordinating Council and repeal
Resolution Nos. 74-14393, 88-19254, and 90-19983, establishing sister city relationships with the
cities of Taipei, Republic of China; Herzlia, Israel; and Managua, Nicaragua, respectively; further
approving the Bylaws of the Sister Cities Program and ratifying the members of the Council, with
the terms as indicated herein.

Follow-up to memo of October 30, 1996, regarding repeal of previous
resolutions

Attached please find copies of correspondence, which was submitted to the City
Manager almost one year ago. However, my records do not reflect that any action was
ever taken with regard to repealing resolutions, which established relationships with
Taipei, Taiwan; Herzlia, Israel; and Managua, Nicaragua. Accordingly, I respectfully
request that this matter be referred to legal (if necessary) and placed on toe earliest
possible City Commission meeting for action.
I would appreciate hearing from you and any suggestions you may have on the handling
of this matter. .

SUBJECT: Adoption of Sister Cities Program By-Laws and Repeal of Previous
Resolutions.
Attached please find a draft of the Sister Cities Program by-laws along with all supporting
documentation. The by-laws have been reviewed by the Sister Cities Coordinating Council and
unanimously approved. It should be noted that the by-laws are consistent with the
recommendations of the City of Miami Beach Board and Committee Review Committee. The
recommendations include the transfer of the duties and responsibilities of adrnlnistering the
Council to the Mayor's office. All future appointments to the Council are to be made by the
Mayor. The attached list of members of the Coordinating Council should also be ratified with
terms assi~ed as indicated.
One of the most important aspects of the by-laws is the establishment of a Sister Cities affiliation
process (see Section XIII).
In addition to the foregoing please find copies of previous resolutions establishing relationships
with Taipei, Taiwan; Herzlia, Israel; and Managua, Nicaragua. The Council's research has
revealed that although resolutions were passed and adopted, no action was ever taken to
implement the relationships through the Sister City International Organization. Accordingly, ~t
has been unanimously voted upon by the Council to repeal these resolutions.
In closing, let me thank you and the City Commission for your continued support of the Sister
Cities Program.

ESTABLISH RELATIONSIDPS WITH ~
TAIPEI, TAIWAN, REPUBLIC OF CIDNA; HERZLIA, ISRAEL;
AND MANAGUA, NICARAGUA
WljEREAS, it is the desire of the Sister City Coordinating Council ("Council") to abolish any
previous by-laws and resolutions establishing the Sister City program and to replace same with -
newly adopted Sister City by-laws which also set forth the Sister City affiliation process, and
WHEREAS, it has been recently discovered that several resolutions were adopted by previous
City Commissions establishing relationships with Taipei, Taiwan; HerzIia, Israel; and Managua,
Nicaragua, which have never been filed with Sister City International; and
WHEREAS, the Council has determined that there is no basis to retain these relationships and is
desirous of repealing the resolutions establishing these relationships;
NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI BEACH CITY COMMlSSION,
that:
1. Sister Cities program by-laws, adopted by the Sister City Coordinating Council on
August 23rd, 1996 be hereby adopted by the Miami Beach City Commission and
that any previous resolutions establishing the Council be repealed.
2. That resolutions 74-14393, 88-19254, and 90-19983, be repealed. ._

CITY OF MIAMI BEACH ESTABLISHING HER~LIA,
ISRAEL AS OUR BROTHER CITY.

WHEREAS, Herzlia is a coastal city in Israel; and
WHEREAS, Miami Beach and Herzlia have much in common in that

they are on the ocean and have beautiful beaches; and
WHEREAS, it is the desire of the city Commission to form an
alliance of Brotherhood between us.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that Herzlia, Israel be established
as our Brother city.

A RESOWTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA INVITING THE GOVERNMENT
AND PEOPLE OF THE CITY OF MANAGUA, NICARAGUA,
TO PARTICIPATE WITH THE CITY OF MIAMI BEACH AS
ITS SISTER CITY IN THE NATIONAL "PEOPLE TO
PEOPLE" PROGRAM.
WHEREAS, it has been the policy of the Uniteq states of
America to establish and maintain a "People to People" Program,
designed to foster and encourage warm understanding and cordial
friendship between the People of the United states of America and
other Nations, through the medium of direct personal contact; and
'\ WHEREAS, it is the desire and intent of the City of Miami
Beach to implement said Program, by affiliating the City of Miami
Beach and its People with another City of another Nation,
possessing inherently similar characteristics and interests, as a
Sister city; and .
WHEREAS, the City Commission of the City of Miami Beach has
selected the City of Managua, Nicaragua, as a sister city of the
City of Miami Beach for participation in said program in the hope
that it will lead to a lasting friendship between the peoples of
the City of Miami Beach and Managua.
NOW, THEREFORE, BE'IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, as follows:
section 1. That this City Commission, on behalf of the City o~
Miami Beach, Florida, hereby extends aQ invitation to the
Government and People of the City of Managua, Nicaragua, to
participate with the City of Miami Beach, as a Sister City, in the
National "People to People" Program, for the purpose of creating
between the Peoples of our two great Nations and Cities a most
