A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A REVOCABLE
PERMIT FOR MANAGEMENT SERVICES FOR THE
MANAGEMENT AND OPERATION OF THE CITY OF MIAMI
BEACH MUNICIPAL PARKING GARAGE 17-A, LOCATED ON
13TH STREET AND COLLINS AVENUE
WHEREAS, on April 1 , 1989, the City entered into a Management Services Agreement with
Beach Parking Systems (BPS) to manage the Municipal Parking Garage 17-A, located at 13th Street
and Collins Avenue (the facility), including its operations and building and landscape maintenance
(Agreement); and
WHEREAS, BPS has continued to provide services for the management and operation of
the facility; and
WHEREAS, the Agreement expires on March 31, 1996 and the City is currently reviewing
alternatives for the operation of the facility; and
WHEREAS, uninterrupted service in the facility to the City and general public would be in
the best interest of the City; and
WHEREAS, the attached Revocable Permit for Management Services between the City and
BPS is for a term of three (3) months, with the total term not to exceed one (1) year and may be
terminated without cause and for convenience.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby approve and authorize the Mayor and City Clerk to execute the attached
Revocable Permit between the City and Beach Parking Systems, Inc. for Management Services for
the management and operation of Miami Beach Municipal Parking Garage 17 -A, located at 13th
Street and Collins Avenue, for a term of three (3) months, renewable for a total term not to exceed
one (1) year, and terminable without cause and for convenience upon the issuance of a thirty (30)
day written notice.

ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission
approve the issuance of a Revocable Permit for Management Services
to BPS, Inc. for the management and operation of the City of Miami
Beach Municipal Parking Garage 17-A, located at 13th Street and
Collins Avenue.
BACKGROUND:
BPS, Inc. has been operating the garage in accordance with
Resolution No. 95-21524. The agreement with BPS will expire on
March 31, 1996. Currently, the Administration is reviewing all
options available for the management of municipal parking
facilities.

A six (6) month revocable permit, renewable for a total term not to
exceed one (1) year at the discretion of the Administration, with
a provision for "termination without cause upon issuance of 30 days
written notice", would give the City the ability to determine what
path to follow in the next few months, once the physical and
operational improvements to this garage are completed.

ANALYSIS:
The Revocable Permit for the management and operation of Municipal
Parking Garage 17-A is based on a management fee of $109,152 which
includes all operating costs, expenses, and off-duty police
services, for the permit term (6 months); BPS, Inc. has provided a
proposed operating budget for the six (6) month term of the permit.
The management fee will be paid by the City of Miami
Inc. on a monthly basis in the amount of $18,192. As
Beach Parking System, Inc. will be paid 10 percent of
gross revenues generated in excess of $98,800;
represents a 4% increase over the prorated amount of
year's base. If renewed beyond six months, it will be
plus 10% prorated on a monthly basis.

CONCLUSION:
The Administration recommends that the Mayor and City Commission
approve the Revocable Permit for management services of the
Municipal Parking Garage, 17-A with Beach Parking System, Inc. for
a period of six (6) months, renewable for a total term not to
exceed one (1) year at the discretion of the Administration. Beach
Parking Systems, Inc. has provided management services which has
proven profitable for, and responsive to, the City of Miami Beach.
The City Commission has an opportunity to continue this trend until
other management alternatives are fully explored.
