HomeMy WebLinkAbout94-21266 RESO RESOLUTION NO. 94-21266 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY AND SPILUS CANDELA AND PARTNERS, INC., FOR PROFESSIONAL ARCHITECTURAL SERVICES FOR THE RENOVATION AND EXPANSION OF THE BASS MUSEUM OF ART WHEREAS, since its inception in 1964, the Bass Museum of Art (hereinafter referred to as the Bass Museum) has been an acknowledged cultural center whose programs and exhibitions have been recognized regionally and nationally; and WHEREAS, the spatial and other physical limitations of the existing museum facility have impacted significantly new programs and precluded the Bass Museum from assuming a significant regional role among the leading cultural centers in the southeast; and WHEREAS, an expanded facility in conjunction with renovation of the existing facility, would enable the Bass Museum to: assume a more significant regional role; better serve the thousands of visitors to the City of Miami Beach; mount exhibitions of national and international interest without disruption to the existing collections and vital programs; provide greater educational opportunities in the visual arts to the community; and stem the steady flow of art collections leaving South Florida because of an inadequate museum facility; and WHEREAS, in 1986, the Mayor and City Commission retained the firm of Harry Holtzman Pfeiffer Associates to prepare a study for the Bass Museum Renovation and Expansion Project; and WHEREAS, based upon the conclusions and recommendations of the Harry Holtzman Pfeiffer Associates study, the City issued "Request for Letters of Interest No. 9-92/93, City of Miami Beach, Professional Architect/Engineering Services Firms for Design of the Bass Museum/Museum Square Renovation and Expansion"; and WHEREAS, on June 2, 1993, the Mayor and City Commission authorized the Administration to enter into negotiations with the successful proposer, Spillis Candela and Partners, Inc, in conjunction with Arata Isozaki and Associates (Architect); and WHEREAS, the City now desires to contract with the Architect for performance of architectural and related services in connection with design and construction of the Bass Museum Renovation and Expansion, and for certain services In connection with the observation of construction and the administration of the Contract for Construction during construction of the Project, all as stipulated in the Agreement, attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Clerk are herein authorized to execute the attached Agreement between the City and Spillis Candela and Partners, inc., for Professional Architectural Services for the Renovation and Expansion of the Bass Museum of Art. ADMINISTRATION RECOMMENDATION: The Administration recommends the approval of the Architectural/Engineering Agreement for the renovation and expansion of the Bass Museum. BACKGROUND: On June 2, 1993, the Mayor and the City Commission authorized for the Administration to enter Into negotiations with Splllls Candela and Partners, Inc.l Arata Isozakl and Associates for the architectUral services for the renovation and expansion of the Bass Museum. Subsequently, the City Commission determined to authorize an $8.0 million expansion utilizing funds currently available (48%) and funds to be raised (52%), to implement a modernization of the existing Museum. The expansion is 24,925 square feet in addition to the existing 16,000 square feet. The City Commission approved this recommendation at its June 8, 1994 Meeting. The proposal from Splllls Candela & Partners, Inc.l Arata Isozald and Associates also included landscape architect, Martha Schwartz. The current Project budget, however, does not allow for a landscape design; however, Martha Schwartz will be consulted throughout the architectural design as to the impact on the landscape design contemplated for the future. The City reserves the right within this Agreement to negotiate with Martha Schwartz for such landscape design at a later date when funds become available as a component of the Dade County Regional Library Project or, possibly, from the proposed Parks Bond Issue. FF&E Budget 300,450 TOTAL COSTS S8.000.000 The proposed fee estimates submitted by Splllis Candela and Partners, Inc.l Arata Isozakl and Associates represented a higher AlE fee. The negotiated reduction of these fees has amounted to a savings In design for the restoration and renovation of the existing building amounting to S81,375, and savings to the FF&E design of S22,500, and totalling a negotiated savings of approximately a S 104,000. The flrm has also agreed to redesign the project at no additional cost to the City of Miami Beach and the Bass Museum If the construction bid received Is flve percent higher than the construction budget. CONCLUSION: The Administration recommends the approval of the Architectural Engineering Agreement with SpilUs Candela & Partners, Inc.l Arata Isozakl and Associates for the renovation and the expansion of the Bass Museum.
