A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,AUTHORIZING THE
CITY MANAGER TO ACCEPT CULTURAL FACILITIES GRANT
96-9031, AN AWARD OF $500,000 FROM THE STATE OF FLORIDA,
DEPARTMENT OF STATE, DIVISION OF CULTURAL AFFAIRS,
AND APPROPRIATE THIS AMOUNT, WHICH IS TO BE
ENCUMBERED IN 1997 AND EXPENDED IN 1998, FOR THE
EXPANSION OF THE BASS MUSEUM OF ART.
WHEREAS, the Bass Museum of Art has received five (5) State of Florida Cultural
Facilities matching grants throughout fiscal years 1988-1994 totaling $1,732,322; and
WHEREAS, On June 8, 1994, the Mayor and City Commission voted unanimously to
provide $2,334,440 as the required cash grant match for a scaled-down expansion and renovation,
toward the Bass Museum Renovation and Expansion Work Order 364.2076, with a total project cost
of $8,000,000; and
WHEREAS, On July 28, 1994, the Mayor and City Commission adopted Resolution No.
94-21266 authorizing the execution of an Agreement for Professional Architectural Services for the
Bass Museum Renovation and Expansion Project (Project); and
WHEREAS, on September 22, 1994, the Mayor and City Commission adopted Resolution
No. 94-2131'authorizing appropriation of $2,334,440 from the Gulf Breeze Loan Fund toward the
Bass Museum Expansion and Renovation Work Order 364.2076, and approved an additional grant
application to the State for $500,000, which does not require a City cash match but, rather, an in-
kind match of a portion of the value of the existing building and its park site, having an estimated
value of$1,073,995; and
WHEREAS, as stated in Resolution 94-21319, Friends of the Bass Museum, Inc. have
pledged to raise $1,294,678 after completion of the project architectural working drawings and the
period of new construction has begun, with $250,000 of this amount matching the grant and being
the only cash match required by the grant.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the City Manager to accept Cultural Facilities Grant 96-9031, an award of
$500,000 from the State of Florida, Department of State, Division of Cultural Affairs and
appropriate this amount, which is to be encumbered in 1997 and expended in 1998, for the expansion
of the Bass Museum of Art.

To approve the Resolution to accept Cultural Facilities Grant 96-9031, an award of $ 500,000 from
the State of Florida which is to be encumbered in 1997 and expended in 1998 and which requires
no cash match from the city but does require an in-kind match of a portion of the value of the
existing building and the land upon which it stands with an estimated value of$ 1,073,995.
BACKGROUND
On September 22, 1994 the City Commission passed Resolution 9421319 approving the application
of the Bass Museum of Art to the State for these funds.
The application was then approved by the State Cultural Facilities Grant Panel and recommended
by the Secretary to the Legislature. The Legislature approved the grant during the 1995 legislative
session. The application as submitted and approved requires no cash match from the City. The
City's match is in-kind, i.e. a portion of the value of the existing land and building. Friends of the
Bass Museum will contribute cash in the amount of $250,000 toward the construction covered by
this grant.
This grant and the Friend's match are specifically designated to create new revenue producing areas,
including cafe, shop and reception spaces.
CONCLUSION
This grant will enable the museum to generate increased revenues in the future.
