RESOLUTION NO. 97-22568
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE CITY MANAGER'S APPOINTMENT OF MR.
LEE SPIEGELMAN TO THE MARINE AUTHORITY, WITH
A TERM EXPIRATION DATE COINCIDING WITH THE
EFFECTIVE DATE OF THE NEW BOARD AND
COMMITTEE ORDINANCE.
WHEREAS, Chapter 7, Sections 7-17 through Sections 7-23 of the Code of the City of
Miami Beach creates a Marine Authority for the City; and
WHEREAS, there is a vacancy on the Marine Authority; and
WHEREAS, the members of the Marine Authority are appointed by the City Manager with
the approval of the Mayor and City Commission; and
WHEREAS, the City Manager herein wishes to appoint Mr. Lee Spiegelman to the Marine
Authority with a term expiration date to coincide with the effective date of the new proposed Board
and Committee Ordinance.
NOW, THEREFORE, BE IT DUL Y RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission approve the City Manager's appointment of Mr. Lee Spiegelman to the Marine
Authority of the City of Miami Beach, with Mr. Spiegelman's term expiration date coinciding with
the effective date of the new Board and Committee Ordinance.

ADMINISTRATION RECOMMENDATION: The administration recommends that the City
Commission adopt the attached resolution approving the City Manager's appointment
of Mr. Lee Spiegelman to the Marine Authority.
Backaround:
Mr. Joe Fletcher resigned from the Marine Authority thereby creating a vacancy.
In accordance Chapter 7, Sections 7-17 through 7-23 of the Code of the City of
Miami Beach, the City Manager makes appointments to the Marine Authority with the
approval of the City Commission.
The City Manager wishes to appoint Mr. Lee Spiegelman to the Marine Authority.
Mr. Lee Spiegelman was recommended by Mr. Jack Bernstein, who is the Marine
Authority Chairperson. Mr. Lee Spiegelman meets the appointment requirements by
having resided in Miami Beach for more than one year and has experience in the
operation of, or inspection of, either marine vessels or marine facilities.

Mr. Spiegelman is a Managing Director of Strategica Group, Inc. He has extensive experience in corporate,
portfolio and specific property development. acquisition financing, and the operationS~management of
both public and private companies. . ,.
Mr. Spiegelman's background includes senior management positions in the printing, publishing and chemi-
cal industries, where he was responsible for strategic planning and developing and implementing acquisition
programs. He served as Executive Vice President of the Montauk Company, Senior Vice President of
American Stratford (AMEX) and President of Plimpton Corporation, a Norton Simon Division (NYSE).
Mr. Spiegelman founded and served as President of Florida Fidelity Financial, Inc.. which became the
largest privately owned Real Estate Investment Banking and commercial mortgage enterprise in South
Florida, averaging $300 million in annual mortgage placements with national and international financial
institutions. He arranged the divestiture of this company to a New York State savings bank. and 5 years
later arranged its repurchase.
Mr. Spiegelman's particular areas of expertise include:
. Structuring and financing of buyouts
. Private placements of debt. mezzanine and equity capital
. Corporate partnering
. Real estate development, acquisition support and marketing
. Real estate capital markets
Mr. Spiegelman graduated from the University of Denver, BA. and received his LLB from New York and
Cornell University Law Schools. He is a Trustee of the Greater Miami Chamber of Commerce. a member of
the Marine Board of Miami Beach. the Greater Miami Jewish Federation. and serves as the Treasurer of
LaGorce Island Association. He is an active mernber of the Republican Party and was the Republican
Nominee for the U.S. Congress. 1976.
