This Amendment No. 8 to the Agreement made and entered this / " day of
/JJ/).-/lf /I , 2005, by and between the CITY OF MIAMI BEACH, a Municipal
Corporation existing under the laws of the State of Florida (hereinafter referred to as
CITY), having its principal offices at 1700 Convention Center Drive, Miami Beach, Florida
33139, and Williams, Hatfield & Stoner, Inc. d/b/a Tetra-Tech H WHS, having its offices
at 1601 Ponce de Leon Boulevard, Suite 220, Coral Gables, Florida 33146 (hereinafter
referred to as CONSULTANT).
RECITALS
WHEREAS, pursuant to Request for Qualifications (RFQ) No. 07-00101, the Mayor
and City Commission adopted Resolution No. 2001-24505, on July 18, 2001, approving
and authorizing the Mayor and City Clerk to execute an Agreement with Williams, Hatfield
& Stoner, Inc., d/b/a Tetra-Tech WHS, for Professional Services for the Normandy Isle
and Normandie Sud Streetscape Right-of-Way Neighborhood Project (the Project); and
WHEREAS, the Agreement provides for the detailed planning, design, permitting,
bidding 1 award and construction administrative services for various streetscape 1
landscape 1 utility improvements within the Normandy Isle and Normandie Sud
neighborhood; and
WHEREAS, the Agreement was executed for a not-to-exceed amount of
$617,664.00; and
WHEREAS, on September 10, 2003, the Mayor and City Commission adopted
Resolution No. 2003-25320, approving additional design services as Amendment NO.1 to
the Agreement, for rear easement waterline relocation efforts, for a not-to-exceed amount
of $50,529.00; and
WHEREAS, on February 25, 2004, the Mayor and City Commission adopted
Resolution No. 2004-25488, approving additional design services as Amendment No.2
to the Agreement, for re-design of lighting system, pursuant the City's new standards, a
planning study related to hardscape and landscape revisions arising from the community
design review meeting held on October 21,2003, and for administration, specifications,
and reimbursables associated with the additional Scope of Work, for an amount of
$30,500.00; and
WHEREAS, on November 16, 2004, Amendment No. 3 to the Agreement was
executed, to include the additional professional landscaping architectural and engineering
services for the detail design, permitting and bidding I award services forthe extension of
the proposed right-of-way improvements on Bay Drive between Marseille Drive and the
Normandy Shores Bridge which are required to complement the design efforts for the
entire neighborhood, for a not-to-exceed amount of $17,047.00; and
WHEREAS, on July 24, 2004, Amendment No.4 to the Agreement was executed,
to include the participation of the Consultant in eight additional design progress meetings,
originated by design revisions, for a not-to-exceed amount of $7,458.00; and
WHEREAS, the planning effort for the Normandy Isle and Normandie Sud
neighborhood has been completed and detail design activities are underway; and
WHEREAS, on November 10,2004, the City Commission adopted Resolution No.
2004-25731 authorizing the execution of Amendment No.5 to the Agreement, to include
a Scope of Work which consists of additional design services for the replacement of
additional existing 4-inch and 6-inch diameter cast iron water lines with new 8-inch
diameter water lines to be relocated under the Florida Department of Transportation
(FDOT) rights-of-way at 71st Street and Normandy Drive, for a not-to-exceed amount of
$50,000.00; and
WHEREAS, on November 10,2004, the City Commission adopted Resolution No.
2004-25731 authorizing the execution of Amendment No.6 to the Agreement, to include
a Scope of Work which consists of additional design services for the design effort to
implement the re-planning study originated from the Community Design Review Meeting
(CDRM) held on October 21,2003, for a not-to-exceed amount of $58,220.00; and
WHEREAS, on December 6, 2004, Amendment No. 7 to the Agreement was
executed, to include the Scope of Work consist of professional services necessary for the
deletion of Rue Grandville Street-End from the Project scope, and the re-design of the
Trouville Esplanade street-end; and
WHEREAS, the professional services for the processing ofthis scope of work are
to be provided at no additional cost or time extension; and
WHEREAS, Amendment NO.8 to the Agreement is to include the verification of
additional underground utilities to avoid conflicts in 150 boring sites, for a not-to-exceed
amount of $24,700.00; and
WHEREAS, this proposal has been evaluated by Hazen & Sawyer, the City's
Program Manager, and the CIP Office.
NOW. THEREFORE. the parties hereto, and in consideration of the mutual
promises, covenants, agreements, terms, and conditions herein contained, and other
good and valuable consideration, the respect and adequacy are hereby acknowledged,
do agree as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this
Amendment No.8.
2. MODIFICATIONS
The Agreement is amended as defined in Schedule "A-8", attached herein.
3. OTHER PROVISIONS.
All other provisions of the Agreement, as amended, are unchanged.
4. RATIFICATION.
The City and Consultant ratify the terms of the Agreement, as amended by this
Amendment No.8.
IN WITNESS WHEREOF, the parties hereto have caused this Amendment No.8 to be
executed in their names by their duly authorized officials as of the date first set forth

Scope of Services:
. The utility location Task is included in the Consultant's Agreement with the City as
described in Task 6.5 - Underground Utility Verification.
. Due to the extent of the Project and the potential for utility conflicts in the filed, 150
boring sites have been compiled.
. The Agreement includes an allowance for this scope, but, after compiling the necessary
sites, the allowance proved to be insufficient.
. The Consultant will use data from these additional underground location verifications to
assist in the design of the water main and streetscape.
. A detailed scope is defined in Exhibit "A", dated February 4,2005, attached herein.
Compensation:
. Original Agreement amount $617,664.00.
. Amendment No.1 (relocation of existing utility improvements) amount $50,529.00.

Dear Ms. Rolandelli:
Please find attached a request for additional services from Tetra Tech. Inc. (Consultant) for
verification of additional underground utilities. Hazen ang..8awyer (H&S) recommends approval
of this additional service request in the amount of $?.5;OOO.OO for the following reasons:

· The Consultant will use data from these additi6nal underground location verifications to
assist in the design of the water main and streetscaping.
.. The original scope of services did not anticipate the number of potential underground
conflicts in this neighborhood.
· H&S has reviewed the number and locations of the proposed underground verifications
and found them to be appropriate to the work.
· H&S has compared the proposed price for these services to the other underground utility
investigation costs for the City Right-of-Way Programs. The cost of this additional
service appears to be reasonable.

Please accept the following request for additional funding for utility location for the subject
project. Originally, per the agreement between the City and IT - WHS, we were allocated a not-
to-exceed amount of $5,000.00 for Task 6.5 Underground Utility Verification. Due to the extent
of the project and the potential for utility conflicts in the field, 150 bOring sites were compiled as
indicated on the enclosed set of plans. Also enclosed is F.R. Aleman's price proposal for
locating services as provided, for your approval, which exceeds the $5,000. TT _ WHS
respectfully requests an additional $25,000.00 to comply with Task 6.5 of the agreement.
Do not hesitate to contact me if you need additional infonnation to promptly assist the City in

Standard Consultant Agreement
F.R. Aleman & Associates. Inc.
UNDERGROUND UTILITIES
The Consu4tant will provide all subsurface locating services required for location
subsurface utility facilities.
1. Definitions: The tenn "designate" In this Scope of Services shall mean to
indicate, by marking the presence and approximate horizontal depth of all
existing subsurface utiliti9s using standard geophysical prospecting
techniques. The Consultant does not guarantee the accuracy of such
designations as substitutions for as-built infonnatlon obtained during and
demol/lon, excavation, or construction activities.
The term "rocate- shall mean to obtain an accurate position (horizontal and
vertical) of subsurface utilities by excavating a test hole and recording the
position.
20 Designate Subsurface Utilities: The service will include, but not be limited to,
the following:
Obtain all necessary permits from city, county, municipalities or other
jurisdictions to aliow the Consultant to work in existing streets, roads, eta" for
the purpose of marking, measuring and recording .the location of existing
utilities.
Designate, record, and mark the approximate horizontal location of existing
utilities and their major laterals to existing buildings by a method approved by
the client's Project Manager.
The subsurfaee utility shall be within one (1) fO.ot each side of the existing
utility .
Determine and provide an approximate depth of all subsurface utilities.
Provide all signs and safety devices andlor equipment, including flag persons
to control traffic,
Secure all utility uas-builf plans. plats, and other data necessary.
3. Locate Subsurface Utilities: This service will Include but not be limited to the
followiMg:
Obtain all necessary permits from city, country municipality or of her
jurisdiction to allow the Consultant to work in existing streets, roads, etc,. for
the purrpose ot excavating, measuring and recording the location and depth of
the utility.

Coordinate with utility agencies/owners,
Neatly cut and remove existing pavements (not to exceed 225-sq. In. Per
cut).
Excavate the cut In such a manner as to prevent any damage to wrappings,
coatings or other protective coverings (i.e., vacuum/pressure excavations,
hand digging).
Furnish and install color-coded permanent above ground markers (i.e., p_k.
nails, steel rods), directly above the centerline of the utility structure and
record the location of the marker.
Provide a restoration of the pavement, within the limits of the cuts, at the time
of the backfill. In the event the excavation is in an area other than roadway
pavements, the disturbed area will be restored to the condition prior to the
excavation,
Provide all traffic control in accordance with the Department policy and
MUTeD and/or Index 600, labor and equipment.
Provide complete olean up of work sites to equal or better condition than
before excavation,
Note: Survey is to be provided by others,
