A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING AND
AUTHORIZING THE CITY MANAGER, OR IDS DESIGNEE, TO SUBMIT A
GRANT APPLICA nON TO THE MIAMI-DADE COUNTY CULTURAL AFFAIRS
COUNCIL FOR FUNDING CONSIDERATION UNDER THE 1999-2000
COMMUNITY GRANTS PROGRAM, FOR SUPPORT OF THE OFFICE OF THE
ARTS, CULTURE & ENTERTAINMENT DEPARTMENT'S 2000 FESTIVAL OF
THE ARTS, IN THE AMOUNT OF $10,000, WITH A MATCHING FUND OF
$10,000; ACCEPTING THE GRANT, IF AWARDED; AND APPROPRIATING THE
AWARDED FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT.
WHEREAS, the Miami-Dade County Cultural Affairs Council has grant funds available
under the 1999-00 Community Grants Program for community based special events; and
WHEREAS, the City's Office of the Arts, Culture & Entertainment Department will be
presenting the 26th Annual Festival of the Arts in North Shore Open Space Park on February 5-6,
2000; and
WHEREAS, the estimated budget for this event is $90,000, and the requested $10,000
grant would help off-set expenses which must be incurred to produce this event; and
WHEREAS, this event will have a positive impact on our residents and tourists by
providing a community artistic and cultural activity and economic benefit by patronizing the local
hotels and restaurants.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize that the City Manager, or his Designee, to submit a
grant application to the Miami-Dade County Cultural Affairs Council for funding consideration
under the 1999-2000 Community Grants Program, for support of the Office of the Arts, Culture
& Entertainment Department's 2000 Festival of the Arts, in the amount of $10,000, with a
matching fund of $10,000; accepting the grant, if awarded; and appropriating the awarded funds
in compliance with the terms of the grant.

Adopt the Resolution.
BACKGROUND:
The Festival of the Arts is an important ongoing event which has evolved from a local street show
to one of the largest and most prestigious arts festivals on the East Coast. Previously held on
Collins Avenue in the stretch of Miami Beach known as the "Fabulous Fifties", the 3D-acre North
Shore Open Space Park has now become the new home of the festival. The 2000 Festival of the
Arts will be held on February 5-6, 2000 and anticipates that the Festival will attract over 200
artists and over 50,000 attendees.

ANALYSIS:
The Festival of the Arts was originally administered entirely by funds generated from area
sponsors, artists and vendor fees. Following the relocation of this event to North Beach in 1995,
additional funding for advertising and promotions as well as a search for new area sponsors
became necessary. The event is still primarily funded by artist and vendor fees, sponsors and
donations, as available. A grant from the 1999-2000 Miami-Dade County Cultural Affairs
Council will provide for advertising and promotions to support and encourage attendance to the
2000 Festival of the Arts.
CONCLUSION:
The Administration recommends adoption of the Resolution.
