A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA OPPOSING THE REDUCTION OR
ELIMINATION OF FUNDING FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM ("CDBG").
WHEREAS, within the proposed budget for the Federal government, elimination
of the Community Development Block Grant Program in fiscal year 2006 is proposed,
which will result in the loss of funding for a myriad of social services, economic
development and housing programs in the City of Miami Beach, as well as throughout
the nation; and
WHEREAS, in the City of Miami Beach, and in communities throughout the
nation, thirty years of community development block grant funding has resulted in the
development of a strong network of relationships between local governments, residents
and the many non-profit agencies that provide services and assistance to our elders and
low to moderate-income citizens; and
WHEREAS, the City of Miami Beach recognizes that the Community
Development Block Grant Program is a partnership of Federal, State, and local
government, business, non-profit, and community efforts, and that the services funded by
the CDBG program, administered by the local governments and often delivered by local
non-profit organizations, relies heavily on the dedication and good will of the combined
efforts of these entities; and
WHEREAS, the City of Miami Beach recognizes that all participants whose hard
work and devotion to the city's neighborhoods and their low and moderate income
residents, help ensure the quality and effectiveness ofthe CDBG program; and
WHEREAS, the Mayor and the City Commissioners of the City of Miami Beach
not only support efforts to oppose the elimination of the CDBG program, but also would
support efforts to secure the waiver of the 15% public services cap on the expenditure of
CDBG funds so that the City of Miami Beach can continue to serve and provide
assistance to our elders and low to moderate-income citizens in the best possible manner
without the restrictions of a service cap.
NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
The proposed elimination of the Community Development Block Grant Program
as well as any reduction in the benefits of said program is hereby opposed and the United
States congress is urged to strongly oppose any proposal to eliminate or reduce the
funding provided to the Community Development Block Grant Program.

Program
Please see the attached letter from Congresswoman Ileana Ros-Lehtinen regarding the
lowering or elimination of funds in the Community Development Grants (CDBG)
Program. I would like to request that a resolution be drafted opposing the lowering or
elimination of the CDBG funds, particularly the reduction in the housing funds.
I would also like to include our support for the efforts to secure the waiver of the 15%
public service cap on the expenditure of CDBG funds so that our city can continue to
serve our elders and neediest citizens.
Please place this resolution on the March 16th 2005 Commission Agenda for action. If

Dear President Bush:
I would like to call to your attention the proposed changes to the Community
Development Block Grants (CDBG) program. Many mayors of the congressional district that I
represent have contacted me recently with great apprehension due to concerns of the possible
lowering or elimination of funds to this essential community resource.
The mayors of my district have infOImed me that since its inception, the Community
Development Block Grant program has received wide, bipartisan support and has served as an
invaluable catalyst of community programs and residents' needs. These local leaders further state
that its funding creates jobs, increases economic development opportunities, expands
homeownership and most importantly allows the provision of assis1ance to our neediest
residents, our senior citizens.
I respectfully urge you to please take heed of these facts as you consider restructuring the
CDBO program as it moves from the U.S. Department of Housing and Urban Development to
the jurisdiction of the Department of Commerce. I am hopeful that the same purpose and goals
of the CDBO program will be in place irrelevant to which Departmen~sees it. Furthennore,
I strongly support the efforts of local mayors to secure a waiver of the~ublic service cap on
the expenditure of CnBO funds so that the city can contfiiue to serve our elders and neediest
citizens without restrictions and in the best manner possible.
Once again, thank you for your time and consideration. I look forward to working with
you as we strive to provide the best resources for our communities to grow and succeed.

On February 1, 2005, the Housing and Community Development Division ofthe Neighborhood
Services Department issued a Request for Proposals (RFP) announcing the availability of federal
funds for FY 2005/06. Each year, the U.S. Department of Housing and Urban Development (HUD)
notifies the City ofthe approximate allocation of federal funds to be available for the upcoming fiscal
year. This year, the City anticipates that it will receive $2,002,924 in CDBG funds (a 7.41 % decrease
in funds of$160,076 from FY 2004/05) and $0.00 in the Emergency Shelter Grant (ESG) Program
(No ESG funds).
The reduction in CDBG program funds is a result of the new census figures for 2000 which reflect the
reduction in population for Miami Beach, the reduction of persons living in poverty in Miami Beach,
housing overcrowding, age of housing and population growth lag in relationship to other metropolitan
areas. Additionally, every year, the limited amount of HUD funds have been spread thinner since
there are increasingly more municipalities nationwide meeting the population threshold to become
their own entitlement jurisdictions. These changes in the City's census numbers and HUD funding
also resulted in no new funding under the ESG program.
For FY 2005/06, the amount available for the CDBG, including prior year unspent funds, is a total of
$2,287.357. Of that, below is the preliminary breakdown of proposed allocations:

Proposals for FY 2005/06 are due in the Housing and Community Development Division no later than
5:00 P.M. on Tuesday, March 2, 2005. As in previous years, all applicants will be encouraged to
develop programs that have substantial and comprehensive effects on the priority needs and conditions
of the City of Miami Beach relating to the overall goals and objectives of the CDBG program. The
RFP is available in the Housing and Community Development Division office or may be downloaded
from the city's website.
This year, the planning phase for the development of the One- Year Action Plan includes the
simultaneous development of the next Five- Year Consolidated Plan for federal funds. As in years
past, the Housing and Community Development Division will collaborate with the Community
Development Advisory Committee (CDAC), with local community based organizations and residents
to determine the priority needs for the upcoming program year. The process will include the
opportunity to publicly determine the needs and priorities of community development and housing in
the target areas regarding the neighborhood revitalization, streets and public facilities improvements,
and the provision of public services.

Hunt Urges Congress to Save CDBG

ing before the House Subcommittee on
Federalism and the Census.
"Throughout West Virginia, when you

small, you don't have to drive very far to
find the areas of our cities and towns that
have been forgotten; where poverty and
