HomeMy WebLinkAbout2005-25853 Reso RESOLUTION NO. 2005-:-25853 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MIAMI BEACH CULTURAL AFFAIRS PROGRAM AND CULTURAL ARTS COUNCIL'S BUDGET ALLOCATION OF $162,500 FROM THE FISCAL YEAR 2004/2005 CONTINGENCY FUND BALANCE, FOR THE MIAMI BEACH CULTURAL EDUCATION INITIATIVE, ARTS ECONOMIC IMPACT STUDY, CULTURAL AFFAIRS PROGRAM WEBSITE, MARKETING CAMPAIGN, AND CULTURAL ENDOWMENT AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY PUBLIC SCHOOLS DIVISION OF LIFE SKILLS FOR A CULTURAL ARTS EDUCATION PROGRAM IN CITY OF MIAMI BEACH SCHOOLS IN AN AMOUNT NOT TO EXCEED $37,500. WHEREAS, the Miami Beach Cultural Arts Council (CAC) was established by the Mayor and City Commission on March 5, 1997; and WHEREAS, the mission of the CAC is to develop, coordinate, and promote the visual and performing arts in the City of Miami Beach for the enjoyment, education, cultural enrichment and benefit of the residents of, and visitors to, Miami Beach; and WHEREAS, since 1997, the City of Miami Beach has awarded nearly $4.4 million to approximately 85 not-for-profit groups through an annual cultural grants program.; and WHEREAS, the City of Miami Beach makes an ongoing commitment in excess of $3 million annually, which includes the cultural grants funds and also to support programming and operations of artistic organizations in this community; and WHEREAS, on September 28, 2004, the City Commission adopted Resolution No. 2004-25700, which approved the Cultural Affairs Program and Cultural Arts Council's Fiscal Year 2004/2005 budget in the amount of $1,406,294; and WHEREAS, of the adopted budget, $291,973 or 21 % was placed into a special projects contingency to be used throughout the year as new cultural affairs programs are developed or enhanced; and WHEREAS, the Administration is recommending use of $162,500 from the CAC special projects contingency for an extensive arts education program in partnership with Miami-Dade County Public Schools, for an arts economic impact study, cultural affairs website, continued marketing campaign, and an additional contribution to the cultural endowment. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, approving and authorizing the Miami Beach Cultural Affairs Program and Cultural Arts Council's budget allocation of $162,500 from the fiscal year 2004/2005 contingency fund balance, for the Miami Beach cultural education initiative, arts economic impact study, cultural affairs program website, marketing campaign, and cultural endowment; and further authorizing the City Manager to execute an Interlocal Agreement with Miami-Dade County Public Schools Division of Life Skills for a cultural arts education program in City of Miami Beach schools in an amount not to exceed $37,500. PASSED AND ADOPTED THIS 16th DAY OF March .2005 ~+ ~w-dv-- CITY CLERK ATTEST: APPROVED AS TO FORM & LANGUAGE & FOR EXECUTION ~~ Miami Beach Cultural Education Initiative 1 MIAMI BEACH CULTURAL EDUCATION INITIATIVE The City of Miami Beach Department of Tourism and Cultural Development Cultural Affairs Program propose to partner with the Miami-Dade County Public Schools Division of Life Skills and Special Projects to enhance arts and cultural programming opportunities for Miami Beach students, artists, and community members. The program is designed to increase arts and cultural activities for Miami Beach artists, youth, and their families at City facilities and Miami Beach schools. The Division of Life Skills and Special Projects supervises all arts, talent magnet, and non-profit arts partnerships for the Miami-Dade County Public School system. The Division of Life Skills will contribute its arts experience and expertise to the successful development and implementation of this program. The Division is committed to supporting the creative and artistic development of Miami-Dade County Public School students and will specifically target students in the Miami Beach Feeder Pattern Schools for this program. The program will also be designed to work with Miami Beach artists and utilize Miami Beach cultural and arts facilities. The Division of Life Skills and Special Projects The Division of Life Skills and Special Projects has responsibility for art, music, dance, theater, film, and talent magnet programs in the Miami-Dade County Public Schools. The division supervises 1,350 certified arts teachers that are supported by 7 district level arts supervisors and an administrative director. Designed as a comprehensive K-12 curriculum, the district's Competency-Based Curriculum's (CBC) objectives are designed to teach a scope and sequence introduces new concepts and skills at each grade level, building upon and incorporating previously learned skills and behaviors. The district also hosts a total of 18 Talent Magnet Programs/Schools, with five elementary, seven middle schools and six high school programs. These nationally recognized talent magnet programs offer specialized curriculum that complements in-depth instruction in the arts with artist-teachers, guest artists, and student attendance at cultural programs. The Division of Life Skills is under the supervision of Lilia Garcia, Administrative Director. Under her direction, the Miami-Dade County Public Schools' arts programs were recognized by the President's Committee on the Arts as a unique and viable arts program. The Division of Life Skills' mission is to assure that all students have the opportunity to develop their artistic and creative, talents, skills, and abilities in a challenging, safe, and nurturing environment. To meet that goal, the Division works with an extensive network of not-for-profit cultural arts organizations to provide in-school programs and student opportunities to experience performances, museums, and other cultural events. The Division also hosts hundreds of student performances, concerts, exhibits, and special productions throughout the year. Miami Beach Cultural Education Initiative 2 The proposed program includes: Tickets and Transportation The Division will partner with the Miami Beach Feeder Pattern Schools to facilitate attendance at Miami Beach arts and cultural programs through free and discounted tickets for activities or performances at theaters and museums. These programs will include activities or performances at locations such as the Jackie Gleason Theater, The Colony Theater, The Byron-Carlyle Theater, the Lincoln Theater, The Bass Museum, The Wolfsonian, and the Miami City Ballet. Funds would also be made available to provide bus transportation for students to attend events that may occur during the school day. The Division works with hundreds of schools each year to promote student attendance at performances and museums. This initiative would specifically target Miami Beach schools. After School Arts and Cultural Programming for Miami Beach The Division would facilitate the development of enhanced after school arts and cultural programs on Miami Beach. This program will be developed with the wide spectrum of talented art, theater, music, and dance teachers and organizations that the Division contracts with for programs. Activities will be offered at Parks and Recreation facilities or locations such as the Byron Carlyle Theater. Programs may include theater, musical theater, music, chorus, or art. Particular attention will focus on bringing these services to the North Beach Community, where there is a need for after school arts programs. Student Internships with Arts and Cultural Organizations The Division would develop a program to fund senior high school internships at arts, cultural, film, and theater facilities. These internships could take place as part of the school year or during the summer. In-School Arts Presentations This program would increase the number of artists conducting in-school presentations at the Miami Beach Feeder Pattern Schools. Working with its existing network of arts presenters and inviting new artists, the Division will support enhanced in-school arts presentations. Next Gen International Film Festival Presenting international films from over a dozen countries, The Next Gen International Film Festival offers a window on the world through images and stories from around the globe. Organized into age appropriate sections, the festival presents films under the guidelines of First Screens for 9 to 12 year olds; Free to Fly for 12 to 14 year olds and Y Gen for 15 to 19 year olds. Film screenings for Miami-Dade County Public School students and the community are complemented with in-theater discussions, study guides, school-based programs and weekend community screenings. The Next Gen Festival has received support from the Miami Beach Arts Council to bring this exciting Miami Beach Cultural Education Initiative 3 program to Miami Beach. Additional funds will be used to present other Miami Beach based film screenings, festival events, and a filmmakers' workshop at the Byron Carlyle Theater. City of Miami Beach Parks and Recreation Department The City's Parks and Recreation Department and the Tourism and Cultural Development Department are also proposing to begin a pilot program to develop free cultural programming for children and families at North Shore Youth Center and other parks facilities in the City. The goal of this partnership is to work with presenting organizations to provide free performance art in the City's parks. Item Summary/Recommendation: On September 28,2004, the City Commission adopted Resolution No. 2004-25700, which approved the Cultural Affairs Program and Cultural Arts Council's Fiscal Year 2004/2005 budget in the amount of $1,406,294. This represented an increase of approximately $900,000. This increase was primarily due to an infusion of additional revenue from Quality of Life funding. Of the adopted budget, $291,973 or 21 % was placed into a special projects contingency to be used throughout the year as new cultural affairs programs are developed or enhanced. At this time, the Administration is recommending use of $162,500 for an extensive arts education program developed in partnership with Miami-Dade County Schools, for an arts economic impact study, cultural affairs website, continued marketing campaign, and an additional contribution to the cultural endowment. The following is a breakdown and more specific information on these programs: . Miami Beach Cultural Education Initiative ($42,500) . FUNDING Funding is available within the Cultural Affairs Program and Cultural Arts Council's (CAC) Fiscal Year 2004/2005 budget, contingency fund balance (140.6080.000999) ANALYSIS Department of Tourism and Cultural Development Cultural Affairs Program serves as an invaluable resource for the Miami Beach community and beyond. Working closely with the Cultural Arts Council, the advisory board founded in 1997, the Program sustains, develops and supports the arts in Miami Beach for the enjoyment, education, enrichment, and benefit of residents and visitors. Since 1997, the City of Miami Beach has awarded nearly $4.4 million to approximately 85 not- for-profit groups through an annual cultural grants program. Further, the Cultural Affairs Program also partners with the Miami Beach Visitor and Convention Authority to award grants for Beach-based cultural tourism events and to help promising local arts groups develop programming and audience. The City of Miami Beach makes an ongoing commitment in excess of $3 million annually, which includes the cultural grants funds and also to support programming and operations of artistic organizations in this community. In addition, the City maintains an ongoing cultural investment for the improvement of the community's cultural facilities in the amount of 58 million dollars. This investment directly reflects the City's commitment to the support of a cultural landscape that is an integral part of the life in Miami Beach. Recent additions to the program include a cultural facilities management initiative administered under the Cultural Affairs Program to insure the effective management of the City-owned Colony, Byron Carlyle, and Little Stage Theaters. On September 28, 2004, the City Commission adopted Resolution No. 2004-25700, which approved the Cultural Affairs Program and Cultural Arts Council's Fiscal Year 2004/2005 budget in the amount of $1,406,294. This represented an increase of approximately $900,000. This increase was primarily due to an infusion of additional revenue from Quality of Life funding. This funding is 25% of the 50% allocation of the 1 % Resort Tax that is now being equally divided between North, Middle and South Beach, as well as cultural arts programs for the City. Of the adopted budget, $291,973 or 21 % was placed into a special projects contingency to be used throughout the year as new cultural affairs programs are developed or enhanced. At this time, the Administration is recommending use of $162,500 for an extensive arts education program developed in partnership with Miami-Dade County Schools which assists in educating and developing audiences and lovers of culture for today and tomorrow, for an arts economic impact study, cultural affairs website, continued marketing campaign, and an additional contribution to the cultural endowment. The following is a breakdown and more specific information on these programs: Miami Beach Cultural Education Initiative($42,500) The City of Miami Beach will partner with the Miami-Dade County Schools' Division of Life Skills Program to implement a curriculum-based arts education program in the City of Miami Beach Schools. The program is designed to increase arts and cultural activities for Beach artists, youth and their families at City facilities and within the City schools. The Division of Life Skills will contribute its arts experience and expertise to the successful development and implementation of this program. An established evaluative process and constant feedback will assist the Cultural Affairs Program in monitoring the quality and success of the program. Furthermore, the Cultural Affairs Program is including funding for a pilot program with the City of Miami Beach Parks and Recreation Program to develop free cultural programming for families at North Shore Youth Center and other parks facilities in the City. (See attached for a detailed description of the proposed education initiative) Arts & Economic Prosperity in Miami-Dade County: City of Miami Beach study ($5,000) City of Miami Beach's Cultural Affairs Program will partner with the Miami-Dade County Department of Cultural Affairs in administering an art economic impact study created specifically for this area by Americans for the Arts in Washington, DC. The results of the study, available in October 2004, will provide an invaluable basis for ongoing and increased support for the arts and how the arts serve as a central tool for driving the local economy. The partnership with Miami-Dade County allows participation with a minimal cost and a maximum result. The City of Miami Beach, while included as part of the County's study, will have an individual and separate report which will provide the first formal and documented results of how the arts impact the economy of Miami Beach. Cultural Affairs Program Website: MBCulture.org ($20,000) Prior to 2005, the Cultural Arts Council's website has been outdated, difficult to use, incomplete and unattractive. This expenditure provides the necessary funding to create a state-of-the art website that will be attractive, include comprehensive information on the Byron Carlyle, Colony, and Little Stage Theaters, updated information on the Grants Program, valuable information on the CAC and the Cultural Affairs Program, regular newsletters, links to partners and service organizations, and information on new initiatives such as the new arts education program. Further, the website will compliment the images from the existing "Art. Here. Now" campaign by " using the same look and feel for the website. Marketing Campaign ($45,000) $20,000 - additional marketing on radio $25,000 - continued administration of campaign by the Marketing Firm, Bristol Public Relations. Since October 2004 and March 2005, Bristol Public Relations has effectively served the Cultural Affairs Program and Cultural Arts Council by providing an intense, far-reaching, and successful campaign to promote the cultural work of the City of Miami Beach and the cultural grantees which it supports. The visuals, print ads, radio ads, extensive media coverage, and a host of other promotional opportunities that have been utilized have substantially raised the visibility of the cultural landscape of Miami Beach. There is a companion item in today's agenda that summarizes the marketing campaign and Bristol's work more CDmprehensively. Cultural Endowment ($50,000) This budget year the City Commission initially contributed $50,000 towards the cultural endowment, 4% of its annual budget, which increased the balance to $960,000. The Administration along with the CAC recommend a second contribution of $50,000, totaling $100,000 for this budget year, bringng the balance over $1 Million dollars to $1 ,010,000. These programs and funding recommendations have been reviewed by the Cultural Arts Council throughout the course of this fiscal year and they have recommended approval. CONCLUSION The Administration recommends that the Mayor and City Commission approve use of $162,500 from the Miami Beach Cultural Affairs Program and Cultural Arts Council's budget allocation from the fiscal year 2004/2005 contingency fund balance, for a Miami Beach cultural education initiative, arts economic impact study, cultural affairs program website, marketing campaign, and cultural endowment.
