97-22573 Reso incomplete RESOLUTION NO. 97-22573 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DISSOLVING THE DESIGN GUIDELINES AND DEVELOPMENT REGULATIONS COMMITTEE AS AN AD HOC COMMITTEE OF THE MIAMI BEACH CITY COMMISSION. WHEREAS, The Design Guidelines and Development Regulations Committee ("Committee") was formally created by the City Commission on June 4, 1997 as an Ad Hoc Committee to serve in an advisory capacity to the City Commission and to provide information to the Planning Board with respect to matters pertaining to development and zoning compatibility within Miami Beach, specifically, to examine issues including, but not limited to, height restrictions, setbacks, parking, design bonuses, and related land-use issues; and WHEREAS, the Committee, has done an admirable job in the review of such matters and has already provided some significant recommendations with regard to building heights, zoning designations, design bonuses, and parking; and WHEREAS, notwithstanding the individual and collective good intentions ofthe Committee to meet on a regular basis, finding dates on which to meet and to have sufficient members present to have a voting quorum has been problematic; and WHEREAS, the input and opinions of each member of the Committee have been very helpful to staff, the necessity of advertising meetings, proposing agendas, and attaining quorum has unfortunately slowed down the process of review; and WHEREAS, the Administration believes that the Committee should be dissolved to correct this problem, but that it would be advantageous for current Committee members to continue to provide comments and advise as needed and as maybe requested from time to time by the Planning Board and the City's Planning staff. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that: The Design Guidelines and Development Regulations Committee is hereby dissolved as an Ad Hoc Committee of the Miami Beach City Commission. ANALYSIS The Design Guidelines and Development Regulations Committee (DGDRC) was formally created by the City Commission on June 4, 1997 to serve in an advisory capacity to the City Commission and to provide information to the Planning Board with respect to matters pertaining to development and zoning compatibility within Miami Beach. More specifically, the DGDRC was created to examine issues including, but not limited to, height restrictions, setbacks, parking, design bonuses, and related land-use issues. The DGDRC, has done an admirable job in the review of such matters and has already provided some significant recommendations with regard to building heights, zoning designations, design bonuses, and parking. However, notwithstanding the individual and collective good intentions of the committee to meet on a regular basis, finding dates on which to meet and to have sufficient members present to have a voting quorum has been problematic. While the input and opinions of each member of the DGDRC have been very helpful to staff, the necessity of advertising meetings, proposing agendas, and attaining quorum has unfortunately slowed down the process of review. Accordingly, the Administration believes that the Committee should be dissolved to correct this problem, but we would like for staff and the Planning Board to ask current members to provide comment on concepts (via facsimile, telephone, or mail) as needed and when appropriate. Accordingly, the committee members would take on new roles as advisors on the issues and concerns being studied. The group was formally established by City Commission Resolution # 315-97 on June 4, 1997, and was renamed the Design Guidelines Development Regulations Committee at such time. The Development Approval Matrix (attached) summarizes major development activity over the last four years and has been updated on a monthly basis by the Planning Design and Historic Preservation Division and provides the information requested by Commissioner Shapiro in his memo dated October 14, 1997 (attached) with regard to dates plans have been submitted for the Design Review Board.
