The scope of services for this work, revised to meet the intent of your original Agreement with the City, is attached. Please note that the City has reviewed this request and finds it acceptable. These fees are being authorized under Task 5 of your original Agreement with the City as "Additional Services" . This letter serves as your Notice to Proceed for this Work. Be advised that the Pre-CDW has been scheduled for 10am on Thursday, February 28, 2002, in the City Manager's Large Conference Room. The subsequent CDW will then be held on Tuesday, March 5, 2002 at the Normandy Golf Course Clubhouse. Should you have any questions or comments, please contact me at (305) 673-7010. ;r~ Tim Hemstreet Special Assistant to the City Managerl Interim CIP Director attachment Amendment 1 to Scope of Services Neighborhood No.3 - Normandy Shores Task 1.6.2 Community Design Workshop No.2 - The second workshop is being added to provide the community residents with a review of the CONSULTANT's recommended project scope, as well as a review of the project budget, schedule, and CONSULTANT's responses to original community concerns and questions raised during Community Design Workshop No.1. It is intended that the CONSULTANT establish a consensus plan with community concurrence as a result of this CDW No.2. Hence, it is anticipated that no additional Workshops will be required. In performing these duties the CONSULTANT shall prepare full size presentation graphics illustrating the Site Analysis Maps and its recommended Alternative Streetscape Treatments modified to reflect the comments of the community. The improvements presented shall reflect improvements that can be implemented at current funding levels and will also present separate improvements that may be possible based on future phases of the Program that are to date unfunded. In addition, graphics shall be prepared presenting a summary of probable costs for the various improvements. "Budget" level cost estimates shall be +30%, -15% as defined by American Association of Cost Engineers. CONSULTANT shall present the original improvement data and illustrate the impacts of the requested modifications requested during CDW-1. CITY and PROGRAM MANAGER staff will also attend these meetings, and assist CONSULTANT with responses to resident questions, as applicable. CONSULTANT shall note reasonable design revision requests from the residents for review and incorporation into the proposed plan with CITY approval. All revisions are subject to the review and acceptance by the City. Due to the fixed nature of funding on the various projects within the PROGRAM, budget limits must be adhered to. CONSULTANT shall be prepared to discuss budgets and the various impacts of resident requested revisions on such accordingly. CH2M Hill 800 Fairway Drive Suite 350 Deerfield Beach, Florida 33441 Dear Mr. Olson: This is to transmit to you with feedback that the City has received regarding the proposed improvements in the Normandy Shores Neighborhood. Since the community has made the effort to communicate the following concerns and issues to City staff, it is assumed that these issues will arise during Community Design Workshop #2. The City believes that CH2M Hill will need to be prepared to address these issues in order to establish a consensus design concept for the neighborhood that meets the needs of the community and stays within the established schedule and cost parameters. Representatives of the community have advised the City that they have many concerns about the costs associated with the proposed improvements. As articulated, of primary concern is a feeling within the community that the improvements are not commensurate with the funded level, Le., that the community is getting less than what was promised. Several comments have been made concerning the 35% premium applied by CH2M Hill with the apparent belief that the premium is being used to "keep improvements from the community." It is recommended that CH2M Hill be prepared to address cost estimates for the proposals, including the number and types of improvements contained within the estimates. Although the Program Manager and the City will assist in the discussion of general budgetary concerns and overall funding limitations, it is expected that CH2M Hill will be prepared to discuss how the various funding sources are interrelated when applied to the project, Le., that G.O. funds are currently proposed for restoration due to shortfalls in Stormwater and Water funding. An additional community concern is the proposed Stormwater system. As articulated to the City, the community believes that the proposed system is one "commonly used in third world countries" and as such, is not appropriate for a modern community. A widely spread perception is that the proposed Stormwater system will result in "10 foot wide ditches" in front of many homes. Other comments have suggested that the proposed improvements will create a "moat" community and that the proposed system is intended to "flood our homes". It is recommended that CH2M Hill be prepared to explain how the proposed Mr. Richard Olson February 22, 2002 Page 2 system operates, the impact to individual private property, and be able to illustrate the intended level of service. The community also appears to be convinced that the present project will leave sidewalks in a deplorable condition. As such, they are seeking a cost estimate to resurface all the sidewalks in the neighborhood that are not being reconstructed or added. The community has indicated that they have priced this type of construction with concrete contractors and believe it is affordable and necessary. The community has expressed a preference to fund the G.O. related improvements first and then "back into" the Water and Stormwater improvements. This has been articulated to mean that the Water and Stormwater projects should be limited so that those funding sources completely cover their respective projects. While this may be the sentiment of the community, the City would like CH2M Hill to provide its perspective on this issue in terms of impact to the Stormwater system level of service and to the Water system if this is done. These are the general issues of the community, although there are many minor issues that are related to these and not listed in this letter. Please review the attachments which were prepared by one of the residents. Although some of the numbers and funding sources are incorrect, it should give CH2M Hill an understanding of the community's perspective.
