To date, RMI has completed engineering plans to support its water main, sanitary sewer,
storm water collection and disposal, street lighting, hardscape and landscape
improvements. Permits have been obtained for water main construction, sanitary sewer
construction, storm water collection system construction and electrical street lighting. RMI
has completed all water main construction from 5th to 16th Streets. Sanitary sewer
construction along 6th and 8th Streets has been completed and placed into operation.
The City has provided a limited Notice to Proceed to RMI to pursue the removall
replacement of the existing storm water drainage culverts located within the Washington
Avenue corridor between 10th and 11th Streets along the west right-of-way limits. (It was
initially contemplated that this work was to be performed within the individual Work Zones
to minimize the disruption to the community) RMI has requested and been approved to
perform the referenced storm water collection work. Work initiated on March 30, 2005 and
is contemplated to be completed by April 30, 2005.
RMI has also requested authorization to proceed with construction of the improvements
within the Work Zone I construction sequence established in the contract Design Criteria
Package. RMI is expecting to initiate work in two Work Zones along the east right-of-way
or northbound traffic lanes of Washington Avenue, as follows:
16th Street to 14th Street
11 th Street to 8th Street
The Design Criteria Package allows RMI to also perform construction activities outside of
the Work Zones as long as traffic is maintained during the work day and traffic is open
along the northbound and southbound traffic lanes of Washington Avenue during evening
hours. Typical work hours will be Monday to Friday (excluding City observed holidays)
from 7:30 am to 6:30 pm. Work is permitted on Saturdays from 10:00 am to 4:00 pm and
work is prohibited on Sundays. RMI has requested that the City consider allowing work to
begin at 6:30 am during the April to October months to provide opportunities to complete
the project on a faster timeline. The City is considering the request at this time and
extended work hours may be authorized on a block by block basis due to the presence of
hotels I residences along some project areas.

Attached please find an anticipated construction schedule based upon an April 18, 2005
start date. Please note that this schedule identifies the anticipated dates that the full Work
Zone construction will take place on a block by block basis. RMI intends to bring in
additional work forces to perform ancillary work outside of the Work Zones and the
anticipated construction schedule does not reflect the schedule of these ancillary work
items. This work may include storm water system construction, street lighting construction,
or other work components. Ancillary work items will be performed in an effort to progress
the schedule. Impacted businesses and residents will continue to be notified by the full
time public information officer (PIO). The businesses and residents are being kept
informed of all activities by a full time PIO who has an office at 1210 Washington Avenue.
In addition, Block Representatives have been identified and informed of pending work.
They will interface with the businesses on their respective blocks and assist in identifying
and resolving any construction related issues which may arise.
Conceptual planning efforts have been initiated for the median landscaping proposed along
Washington Avenue from 5th to 6th Streets and between 16th Street and Lincoln Road.
Also, conceptual plans have been underway for the proposed landscaped median along
Lincoln Road from Washington Avenue to Collins Avenue. A Community Design
Workshop was held on March 31, 2005 to present the median concepts and obtain
community input. The community supported the conceptual design for the 5th to 6th Street
and 16th Street to Lincoln Road medians with minor modifications. The Lincoln Road
median solicited much input from the community and a consensus was reached not to
pursue a landscaped median along Lincoln Road from Washington Avenue to Collins
Avenue as part of this project.
