This Letter to the City Commission is to provide information on the Florida Department of
Law Enforcement's Operation SOAP (Sexual Offender Apprehension Program) and the
Police Department's participation in the initiative. Operation SOAP will target all identified
non-compliant sexual predators/offenders in a month long focused, intensive effort to
locate and where appropriate apprehend these potentially dangerous felons. Each FDLE
Regional Office will work in cooperation with appropriate local agencies to locate these
individuals and verify existing warrants or obtain new warrants through the State Attorney's
Office. Phase 1 of Operation SOAP was implemented on April 15, 2005, and will conclude
on May 15, 2005. Operation SOAP activities will remain confidential until the conclusion of
Phase 1.
The following is a brief summary of the Police Department's protocols for dealing with for
Sexual Predators and Sexual Offenders:
. Information is maintained on Sexual Predators/Offenders who are current or former
residents of Miami Beach.
. Sexual Predators/Offenders are contacted three times per year.
. Address verifications and Sexual Predator/Offender flyers are distributed weekly.
. Flyers for Sexual Predator/Offenders are regularly given to the Patrol Division.
. Links are maintained to the FDLE Sexual Predator/Offender websites.
. All Sexual Predator/Offenders who move into Miami Beach are contacted within 48
hours.
. Participation in the Department of Corrections - Office of Probation and Parole's
"Sweep" of Sexual Predators/Offenders under supervision for compliance with the
conditions of their arrest including inspections of their residences for contraband.
. Efforts are also being made to have the Miami Beach Sun Post publish a list of local
Sexual Predators/Offenders.
The Police Department is also working closely with the Legal Department on the proposed
ordinance regarding Sexual Predators and Sexual Offenders.
