HomeMy WebLinkAbout2005-25908 Reso RESOLUTION NO. 2005-25908 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO THE MIAMI BEACH COMMUNITY DEVELOPMENT CORPORATION, FOR ITS PROPOSED PROJECT TO CREATE THIRTY (30) UNITS OF SUPPORTIVE HOUSING FOR VERY LOW INCOME ELDERS, TO BE LOCATED IN THE VACANT PARCEL ADJACENT TO AND PART OF THE VILLA MARIA APARTMENT PROJECT, LOCATED AT 2800 COLLINS AVENUE, MIAMI BEACH, FLORIDA. WHEREAS, on July 30, 2003, the Mayor and City Commission approved the City's Consolidated Plan; and WHEREAS, the City's Consolidated Plan is effective for Program Years (PY) 2003/04 through 2007/08; and WHEREAS, the Miami Beach Community Development Corporation (MBCDC) proposes to create thirty (30) units of supportive housing for very low income elders, to be located in the vacant parcel adjacent to and part of the Villa Maria Apartment Project, located at 2800 Collins Avenue, Miami Beach, Florida (the Project); and WHEREAS, U.S. Department of Housing and Urban Development (HUD) requires that Section 202 Program funding requests obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed activity is located; and WHEREAS, MBCDC has requested that the City issue the required Certification of Consistency with the Consolidated Plan; and WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency Plan requires City Commission review and approval; and WHEREAS, the Administration has reviewed the proposed Project for consistency and has found it to be in accordance with the City's adopted Consolidated Plan; and WHEREAS, the Certificate of Consistency, once issued, will be submitted by MBCDC to HUD as part of a funding application for Section 202 Supportive Housing for Elderly Persons funds for the proposed Project. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the City Manager to issue a Certification of Consistency with the City's Consolidated Plan to MBCDC, for its proposed Project to create thirty (30) units of supportive housing for very low .f1come elders, to be located in the vacant parcel adjacent to and part of the Villa Maria Apartment Project, located at 2800 Collins Avenue, Miami Beach, Florida. ANALYSIS On April 14, 2005, the Miami Beach Community Development Corporation (MBCDC) requested a Certification of Consistency with the Consolidated Plan as part of their proposed project to create 30 units of supportive housing for very low income elders, to be located in the vacant parcel adjacent to and part of the Villa Maria Apartment Project located at 2800 Collins Avenue, Miami Beach, Florida. The Certificate of Consistency, once issued, will be submitted to the U.S. Department of Housing and Urban Development as part of a funding application for Section 202 Supportive Housing for Elderly Persons funding. MBCDC is required by regulation to obtain a Certificate of Consistency from the jurisdiction in which they operate. In accordance with the Consolidated Plan adopted by the City, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval. The City's Consolidated Plan identifies long term objectives in Chapter 4, "Five Year Strategy." Under the Housing Strategy, page 4-15, the Consolidated Plan identifies Elderly/Frail Elderly as a priority target group for affordable housing. The Administration recommends adoption of the attached Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, approving and authorizing the City .
