RESOLUTION NO. 2005-25912
RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH. FLORIDA. AUTHORIZING
APPROPRIATION OF $1.466.762 FROM THE WATER AND SEWER
REVENUE SERIES 2000 BOND FUND 424 FOR CONSTRUCTION
AND MAINTENANCE PROJECTS. TO FUND WORK ORDERS FOR
WATER AND SEWER CONSTRUCTION PROJECTS.
WHEREAS, on August 15, 2000, the Water and Sewer Revenue Bonds,
Series 2000, were issued which allocated $54,310,000 for City projects; and
WHEREAS. the City's Public Works Department is in the process of
planning and implementing miscellaneous water and sewer projects citywide
such as; new water lines extensions, unforeseen water line repairs, permanent
sidewalk and asphalt repairs for the construction / repairs of water and sewer
lines, sewer pump stations repairs for electrical/pump equipment and rental of
generators and/or pumps to maintain service until pumps stations are upgraded;
and
WHEREAS. the Public Works Department is requesting appropriation of
$1,466,762 from the Water and Sewer Series 2000 Bond Fund 424 for
construction projects and establishment of work orders,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA. that it hereby
authorizes the appropriation of $1,466,762 from the Water and Sever Revenue
Series 2000 Bond Fund 424, and the establishment of work orders for water and
sewer construction projects to be accomplished by the Public Works Department,
Operations Division.

Item Summary/Recommendation:
On August 15, 2000, the Water and Sewer Revenue Bonds, Series 2000, provided $54,310,000 for City
projects, The Water and Sewer Capital Program has five main segments, These segments are:
cleaning and repairing water mains throughout the city; replacement of unlined galvanized water mains;
replacement and upgrading of water storage facilities and water pump stations; sewer renovation and
infiltration mitigation and sewer pump station upgrades. In addition to the program main segments, there
is a miscellaneous fund (fund 424) for water and sewer construction projects,
The City's Public Works Department, Operations Division, is in the process of planning and implementing
miscellaneous water and sewer projects that are necessary to maintain a sound infrastructure throughout
the City, These selected projects, list below, will be executed through existing competitively awarded
contracts, or performed by Public Works.

Adopt the Resolution,
BACKGROUND
On August 15, 2000, the Water and Sewer Revenue Bonds, Series 2000, provided
$ 54,310,000 for City projects. The Water and Sewer Capital Program has five main
segments, These segments are: cleaning and repairing water mains throughout the
city; replacement of unlined galvanized water mains; replacement and upgrading of
water storage facilities and water pump stations; sewer renovation and infiltration
mitigation and sewer pump station upgrades, In addition to the program main
segments, there is a miscellaneous fund (fund 424) for water and sewer construction
projects, to fund miscellaneous outsourced or in-house projects that support the
planned improvement of the City water and sewer systems,
The City's Public Works Department, Operations Division, is in the process of
planning and implementing miscellaneous water and sewer projects that are
necessary to maintain a sound infrastructure throughout the City, These selected
projects, list below, will be executed through existing competitively awarded contracts
or by Public Works,
Public Works - Miscellaneous Water and Sewer Construction Proiects
1) Asphalt and sidewalk restoration due to SewerlWater Line repair ,.... $249,000
Citywide restoration of trenching and excavation performed on City streets for
water and sewer line lateral replacements in advance of the construction of GO
Bond capital improvement projects.
2) Alton Road 20-inch water main repairs (51st Street to 63rd Street)...... $350,000
Excavation and replacement of leaking water main line bell clamps on Alton
Road, Work was done in advance of FOOT Alton Road Improvement Project
from 41 st Street to 63rd Street. Appropriation reimburses operational funds,
3) Base compaction and pavement on Alton Road ......,....................., $200,762
Restoration of road base and pavement on Alton Road following repairs to
leaking bell clamps between 51st and 63rd Streets, Work was done in conjunction
with FOOT Alton Road Improvement Project from 41st Street to 63rd Street. Work
was performed by FOOT paving contractor, H & R Paving, Appropriation will
reimburse operational funds.
4) Water Line / Fire Line extension on Indian Creek Drive ...........,...... $292,000
Extension of water line on Indian Creek Drive from 41st to 42nd to improve water
line pressure and fire flows needed to support new developments in this area,
5) Repairs for Pump Station Pump Motors ..................,........,....,........ $200,000
Due to the five year delay in the rehabilitation of the Citywide Pump Station
Project, the Public Works Department has and will continue to renovate and
repair many of the 20 year old pump motors in order to keep the pump stations
operational,
6) Rental of generators and pump equipment during repairs ............., $125,000
Due to the five year delay in the rehabilitation of the Citywide Pump Station
Project, the Public Works Department had to rent generators and pump
equipment in order to keep the pump stations operational. Appropriation
reimburses operational funds, Equipment is also rented to provide by-pass
capability to the pump station while under going rehabilitation,
7) Emergency repairs and restoration to a 36" waterline on the Julia Tuttle
Causeway"""""""""""".,.".",.,..,...................,.""""""""""""""", $50,000
Total: $1,466,762
CONCLUSION
The Administration recommends the appropriation of $1,466,762 from the Water
and Sewer Revenue Bond Fund (424) Public Works allocation to fund work
orders for water and sewer construction projects,
