A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE
ANNUAL ACTION PLANS FOR FY 1995/1996; FY 1997/1998; AND
FY 1998/1999 FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) PROGRAM TO REPROGRAM UNSPENT FUNDS
FROM PRIOR YEARS TO FUND ACTIVITIES AS OUTLINED IN
THE FY 1999/2000 ONE-YEAR ACTION PLAN FOR FEDERAL
FUNDS.
WHEREAS, on July 7,1999, the City adopted the One-Year Action Plan for Federal Funds for
Fiscal Year 1999/2000; and
WHEREAS, the Plan allocates funds received from the U.S. Department of Housing and Urban
Development (HUD) through the Community Development Block Grant (CDBG) Program; and
WHEREAS, in accordance with HUD regulations, annually, the City reprograms unspent funds
from prior years to fund activities; and
WHEREAS, this is a routine administrative procedure that maximizes the impact of federal funds
for the benefit of low and moderate income residents of Miami Beach; and
WHEREAS, the primary National Objective of the Community Development Block Grant
(CDBG) program is to benefit low and moderate income residents of Miami Beach; and
WHEREAS, the Community Development Advisory Committee, at its September 28, 1999
meeting, voted unanimously to approve the reprogramming of prior years' unspent funds in the amount of
$345,867; and
WHEREAS, the source of these reprogrammed funds is from Fiscal Years 1995/96, 1997/98, and
1998/99; and
WHEREAS, the Administration has complied with HUD requirements for reprogramming these
funds by advertising a thirty-day citizen comment period, which ended November 5, 1999, and no
comments were received.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission approve
amending the Annual Action Plans for FY 1995/1996; FY 1997/1998; and FY 1998/1999 for the
Community Development Block Grant (CDBG) Program to reprogram unspent funds from prior years to
fund activities as outlined in the FY 1999/2000 One-Year Action Plan for Federal Funds.
PASSED AND ADOPTED THIS 17th day of November, 1999.

ANAL YSIS
On July 7, 1999, the City adopted the One-Year Action Plan for Federal Funds for Fiscal Year
199912000. The Plan allocates funds received from BUD through the Community Development
Block Grant (CDBG) Program. As part of the allocation process, the City is tasked with
reprogramming prior years' unspent CDBG funds. The amount to be reprogrammed is then included
in the total to be distributed. This year, funds in the amount of $345,867 were included in the
calculation ofCDBG funds to be distributed, that were approved on July 7,1999.
Prior to adopting the Plan, the Administration followed a citizen participation process in which
public hearings were held, and the Community Development Advisory Committee (CDAC) met to
assist with proposal reviews and funding recommendations. This process culminated with the City
Commission's adoption of the Plan and its subsequent submission to the U.S. Department of
Housing and Urban Development (HUD) for approval.
Reprogramming of these funds is a routine administrative procedure approved by BUD to further
leverage new program year funds for the collective benefit of low and moderate income residents,
the primary beneficiaries of CDBG funds. In its efforts to leverage funds, the Administration
reviewed prior years' fund balances to determine unspent funds available for reprogramming. The
following Action Plans had unspent funds: FY 1995/96, FY 1997/98 and FY 1998/99, for a total of

$345,867. This amount has already been considered and distributed as part of the One-Year Action
Plan adopted by the City Commission on July 7, 1999.
The Administration has complied with HUD requirements for reprogramming funds from prior
years. A thirty-day public comment period ended November 5, 1999. No comments were received.

The Administration recommends that the City, as a prudent fiscal agent, reprogram these prior years'
unspent CDBG funds for activities as outlined in the Fiscal Year 1999/2000 One- Year Action Plan,
to provide funding for much needed services for the City's low and moderate income residents.
