A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING, BY
517THS VOTE, THE WAIVER OF FORMAL COMPETITIVE
BIDDING AND APPROVING AN AMENDMENT TO THE
CONTRACT WITH CHAVEZ INTERNATIONAL CONSULTANTS,
INC., IN THE AMOUNT OF $17,200, FOR BACKGROUND
INVESTIGATIONS FOR FIREFIGHTER CANDIDATES.
WHEREAS, on August 7, 1998, the City entered into a Contract with Chavez International
Consultants, Inc., to conduct background investigations for firefighter candidates in the amount of
$7,200; and
WHEREAS, since the background process began, an additional six (6) firefighter personnel
retired, creating additional vacancies and requiring additional background investigations to be
performed to fill these vacancies; and
WHEREAS, other candidates have withdrawn, been terminated, resigned or have been hired
by other agencies; and
WHEREAS, the City's Human Resources Department estimates that an additional 11-22
background investigations may be required to fill these vacancies; and
WHEREAS, the City's Fire Department is currently incurring an average daily overtime cost
of $3,842.38 due to unfilled vacancies; and
WHEREAS, the Administration would recommend that the Mayor and City Commission
authorize a waiver of the competitive bidding process and approve an Amendment to the Contract
with Chavez International Consultants, Inc., such action deemed to be in the best interest of the City
to expedite the hiring of firefighters.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize, by 5/7ths vote, the waiver of formal competitive bidding and approve the
award of an Amendment to the Contract with Chavez International Consultants, Inc., in the total
amount of$17,200 , to conduct background investigations for Firefighter Candidates.

Firefighter Candidates.

Funds are available from the Fire Department Account Number 011.1210.000312.
ANALYSIS
A Request for Quotation was issued for a firm to conduct background investigations for firefighter
candidates. When this process began, the Fire Department had nineteen (19) vacancies to fill. Based
on the initial estimate to perform these background investigations, a contract was awarded on August
7, 1998, to the lowest responsive, responsible bidder, Chavez International Consultants, Inc., in the
amount of $7,200.
Since the background process began, an additional six (6) personnel retired, creating additional
vacancies and requiring additional background investigations to be performed to fill these vacancies.
Additionally, there have been a large number of candidates disqualified as a result of information
uncovered in the background investigations. Other candidates have withdrawn, been terminated,
resigned or have been hired by other agencies as a result of the lengthy time frame involved. To date,
the City has initiated sixty-nine (69) background investigations, Chavez International, Inc., has
completed forty-seven (47) investigations with a breakdown as follows:

The Human Resources Department estimates that an additional 11-22 background investigations may
be required to fill these vacancies. This will create a total expenditure of$17,200.
The Fire Department is currently incurring an average daily overtime cost of $3,842.38. Allowing
the continued use of Chavez International Consultants, Inc., to perform these additional background
investigations will expedite the hiring process and offer relief from these overtime costs.
Therefore, the Administration finds that the award of this amendment to be in the best interest of the
City to expedite the hiring of firefighters, and recommends that the Mayor and City Commission
approve the amendment to the contract with Chavez International Consultants, Inc., in the total
amount of $17,200.
