RESOLUTION NO. 99-23393
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
ADMINISTRA TION TO SUBMIT A GRANT APPLICATION TO THE
METROPOLITAN PLANNING ORGANIZA TION (MPO)
TRANSPORTATION ENHANCEMENT PROGRAM FOR THE
DESIGN, ENGINEERING AND CONSTRUCTION OF
IMPROVEMENTSIENHANCEMENTS TO THE VENETIAN
CAUSEWAY, EXTENDING FROM PURDY AVENUE TO THE
MIAMI BEACH CITY LIMITS (SAN MARINO ISLAND).
WHEREAS, the Venetian Causeway serves as an historic roadway and entry to the City;
and
WHEREAS, the City desires to enhance the Venetian Causeway; and
WHEREAS, the City has developed a master plan for improvements/enhancements on the
Venetian Causeway and islands; and
WHEREAS, the enhancements to the Venetian Causeway will include landscaping,
pedestrian lighting and designated bicycle lanes in addition to other improvements such as
reconstruction of the roadway and sidewalks, streetlighting and drainage; and
WHEREAS, the City wishes to apply for funding to implement these
improvement/enhancements, which will extend from Purdy A venue to the Miami Beach City limits
(San Marino Island); and
WHEREAS, grant funding is available via applications to the Metropolitan Planning
Organization's Transportation Enhancement Program, a federally-funded initiative; and
WHEREAS, as required by the MPO, the City of Miami is submitting a companion request
for funding for the Miami portion of Venetian Causeway enhancements; and
WHEREAS, funding for the Venetian Causeway Project which is estimated to be $9.8
million, is proposed to include $3.6 million from Road Impact Fees; $650,000 from a current ISTEA
grant and matching City funds; $1 million from future water and sewer bonds; $1.8 million from
Miami-Dade County Public Works; $1 million from the MPO TEA-21 grant funds; and $1.8
million from the General Obligation Bond issue.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to submit a grant application to the Metropolitan
Planning Organization (MPO) Transportation Enhancement Program for the design, engineering and
construction of improvements/enhancements to the Venetian Causeway, extending from Purdy
Avenue to the Miami Beach City limits (San Marino Island).

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
In 1996, the City Commission authorized the preparation of a master plan for improvements on the
Venetian Causeway and perimeter roads. Following several neighborhood workshop meetings with
residents of the islands, a master plan was developed for improvements on the Venetian Causeway
and perimeter roads. The improvements contained in the master plan include reconfiguration and
reconstruction of roadways and sidewalks, designation of bicycle lanes, streetlighting,
rehabilitation and upgrades to the water, sanitary sewer and stonn drainage systems and
beautification elements such as paving and landscaping and pedestrian lighting along the causeway
and perimeter roads. The plan was subsequently divided into 2 phases. The first phase addresses the
work to be done on Belle Isle, Rivo Alto, Di Lido and San Marino Islands. The second phase
identifies improvements to the causeway (Venetian Way) which is a County roadway.
During the development of the City's Capital Improvement Program, funding for the causeway
portion of the project which is estimated to be $9.8 million was identified. This funding includes
$3.6 million from Road Impact Fees, $650,000 from a current ISTEA grant and matching City funds,
$1 million from future water and sewer bonds, $1.8 million from Miami-Dade County Public Works,
$1 million from the MPO TEA-21 grant funds and $1.8 million from the General Obligation Bond
Issue.
The Venetian Causeway is an important and historic entry way to Miami Beach and this grant
application will help to secure necessary funding toward the implementation of the causeway
