RESOLUTION NO. 99-23395
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AMENDMENT NO. 1 TO THE AGREEMENT
WITH TOM GRABOSKI ASSOCIATES, INC., IN THE
AMOUNT OF $15,000, PLUS $2,700 ALLOWANCE FOR
REIMBURSABLE EXPENSES FOR ADDITIONAL SERVICES
TO DESIGN STREET AND DIRECTIONAL SIGNS FOR
LINCOLN ROAD.
WHEREAS, on November 5, 1997, the Mayor and City Commission authorized a
Professional Services Agreement (the Agreement) with Tom Graboski and Associates, Inc., for the
design of signs for the interior and exterior of the Miami Beach Convention Center and the Jackie
Gleason Theater of the Performing Arts; and
WHEREAS, the Administration recommends the installation of improved dedicated signage
for Lincoln Road to improve the public's ability to move about the area, and
WHEREAS, the Administration now requests approval of Amendment No.1 to the
agreement with Tom Graboski and Associates, Inc., in the total amount of $15,000 for professional
services, and a $2,700 allowance for reimbursable expenses, for a total authorization of $17,700,
to design the required signs, and to prepare bid, fabrication and construction documents for the
procurement of the signs.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and authorize the Mayor and City Clerk to execute Amendment No.1 to the
Agreement with Tom Graboski and Associates, Inc., in the amount of $15,000, plus $2,700
allowance for reimbursable expenses, a total of $17,700, for additional services to design street and
directional signs for Lincoln Road.

Adopt the Resolution.
AMOUNT AND FUNDING:
Funds are available in the Lincoln Road Capital Improvement Project Account No.
426.2115.069358.
ANAL YSIS:
On May 20, 1998 a Professional Services Agreement was executed between the City and Tom
Graboski Associates, Inc. (Graboski) to develop environmental graphics signage design and related
engineering services for the Miami Beach Convention Center and TOPA signage program. Because
of this experience with signage in Miami Beach, it has been recommended that the Graboski firm
be retained to design the signage for the Lincoln Road area.
Signage was identified as an important component ofthe Lincoln Road Capital Improvement Project.
That element will be addressed through the amended contract with Graboski. After reviewing
signage requirements for Lincoln Road, and receiving input from Michael Comras, of the Comras
Company, and Robert Warren of The Frieze, acting as a sub-committee of Lincoln Road Marketing,
Inc. (LRM), the Administration negotiated a proposal with Graboski to perform the design work
requested by LRM and agreed to by the City Administration. The design will consist of street signs,
including block number indicators, and informational signs, located on each block, which would
incorporate a map of Lincoln Road identifying businesses and cultural locations.

Graboski has submitted a proposal to undertake the design of these two elements of the signage
required for a lump-sum price of $15,000, plus reimbursable expenses estimated at $2,700. His
original estimate was $16,400.
The Administration is requesting approval and execution of Amendment No.1 to the Agreement
with Tom Graboski and Associates, Inc. ~n the amount of$15,000 for the proposed design work, plus
$2,700 for reimbursable expenses.
It is recommended that the Mayor and City Commission adopt the Resolution authorizing the Mayor
and City Clerk to execute Amendment No.1 to the Agreement with Tom Graboski and Associates,
Inc. for additional design services.
