PROPOSED CL.: SURE OF SOUTHBOUND 1-95 FOR "MIAMI VICE"
PRODUCTION
To:
Subject:
The production of the NBC-Universal feature film "Miami Vice" is preparing for a road
closure of all southbound traffic on 1-95 from the 836 to US-1 for three consecutive nights,
from 11 PM until 5AM, Tuesday July 5 through Thursday July 7. The purpose of this
closure is to capture a scene that involves a chase and pull-over as well as a single stunt
using a truck. Northbound traffic on 1-95 would be held during their takes.
The production recently held a meeting with police, fire and other representatives from
FOOT, Miami-Dade, City of Miami, City of Miami Beach, FHP and Port of Miami, to review
the proposed (attached) re-route before FOOT allowed them to proceed with their
Management of Traffic Plan and final approval. Per FOOT, no traffic can be encumbered
before 11 PM or after 5AM. These times and these days of the week were determined
ideal from a minimized impact study performed by the production's engineers and FOOT.
Following the site review at this meeting, specific suggestions were made and
implemented, and the plan was given an overall positive reception, which was essential for
FOOT to approve it. City of Miami Beach Fire Department gave conditional approval only if
the production could ensure Westbound traffic on 836 would move freely, allowing
emergency access to the Civic Center area hospitals.
The southbound reroute of traffic plan provides for multiple alternatives for motorists to get
either to US-1 or the downtown area. From a Miami Beach perspective, this most affects
Westbound traffic exiting the McArthur Causeway, which will not be able to merge onto
southbound 1-95 and will be rerouted to either Biscayne Boulevard or SW 12 Avenue. This
has a similar effect for westbound residents exiting from the Julia Tuttle or Venetian
Causeways. The production has made it clear that all Eastbound and Westbound traffic
along 836 will have continuous movement.
The police and fire staffing plans for this production continue to be worked on, but will have
involvement from the City of Miami Beach, headed up by Larry Bornstein from Police and
Tim Dougherty from Fire. A Miami Beach presence will be essential to monitor access
ways and be able to provide radio updates to any incoming emergency vehicles.
The key element to this closure being a success will be in the handling of all
communication from the production. The production is outlining a detailed communications
plan, including broadcast and print notification and advertising, multiple VMS boards at

strategic locations several weeks before the proposed dates, cooperation and access for
the Miami Herald, and working with each municipality's communications offices to ensure
local channels are informed with a clear and consistent message. Nannette Rodriguez will
assist in this capacity for Miami Beach.
Additional outreach and coordination will be made to many affected areas, including Port of
Miami, Miami International Airport, GMCVB, MOTA, private taxis and buses, car rental
agencies and hoteliers, all with the intention of providing basic information to advise the
potentially unaware (out of town) motorists. Tow trucks will also be stationed throughout
the closure and reroute areas to move any accident vehicles off the road quickly to ensure
traffic flows.
As these requested dates follow a major holiday (July 4th), we have requested the GMCVB
extend their hotel occupancy surveys to include these dates to give an indication of how
many visitors will still be in Miami when the closures begin the night of July 5th.
As more information becomes available, we will furnish an update to this request.
NBC Universal's "Miami Vice" feature film is written and directed by original series creator
Michael Mann and stars Collin Farrell and Jamie Foxx as the reconceived Crockett and
Tubbs in present day Miami and Miami Beach. Other Miami Beach locations suggested by
the production will include Mansion nightclub, the Continuum, and houses on La Gorce
Island and North Bay Road.
