As you may know, the City's 05/06 Cultural Arts Grants Program is underway, with panel
recommendations for Cycle I (Artistic Disciplines) completed. Tourism and Cultural
Development (TCD) Department staff prepared the supporting documents for the program.
Unfortunately the spreadsheet staff was using had a double-entry in it that caused
available funding for these grants to be overestimated. Of the $599,015 total grant funds
available, $260,500 was erroneously allotted to the Cycle I categories; the amount should
have totaled $183,850. TCD staff caught the error when they began to finalize Cycle I and
prepare for Cycle II.
If funding levels were maintained for Cycle I at $260,500, Cycle II applicants (Arts &
Cultural Education, Cultural Presenters, Cultural Anchors and Cultural Tourism categories),
would undeservingly have $76,650 less available to them. Staff discussed this issue with
the Cultural Arts Council (CAC) and the collective decision was made to lower the
recommended amounts for Cycle I by 30% in order to preserve Cycle II grants at an
equitable level. The original and adjusted recommendations are listed in the first and
second columns on the attached spreadsheet (with the third column showing the previous
year's award amounts for comparison.) The adjusted grant amounts in the second column
are what should have been recommended had the error not occurred. The grantee's
scores and overall rankings remain the same. Please note that the total amount of funds
being awarded ($599,015) has not been reduced.
CAC members have been informed of the changes and staff is reviewing internal
procedures to ensure this error does not occur again. Grantees will be informed by
telephone and follow-up letter. Final grant recommendations will be forwarded to the CAC
in July and subsequently to the City Commission in September for final approval.
