I am pleased to inform you that James Mazer has been appointed to fill the vacancy of
Code Compliance Division Director within the Neighborhood Services Department. Mr.
Mazer will begin working on, Monday June 20, 2005.
Mr. Mazer, formerly Major Mazer, has recently retired from a 27 year career in the Miami
Beach Police Department. Mr. Mazer retired with the rank of Major after having been
promoted through the ranks from his starting position as a Police Officer in 1977.
Mr. Mazer has a Master's Degree in Public Administration from Florida International
University and a Bachelor's Degree from Barry University. Mr. Mazer also has a variety of
Police Command and technical courses related work that he has completed throughout his
career with the City of Miami Beach Police Department.
A detailed listing of Mr. Mazer's experience and education credentials are attached for your
review.
Mr. Mazer will be a welcome addition to the City's Neighborhood Services Department and
the Code Compliance Division. His leadership skills and experience will assist the
Department Director, Vivian Guzman, to continue the work of professionalizing and building
the capability within the Code Compliance Division, as that area continue to fulfill its role in
. addressing the City's overall mission.

As a law enforcement professional, built a distinguished career and
reputation in the Miami Beach Police and the South Florida Law
Enforcement Community. Performed in a number of diverse roles and
assignments within the agency; obtained a wealth of experience in every
major aspect of departmental operations. Recipient of numerous honors
and awards. Promoted up through the ranks in an outstanding agency
with 382 sworn positions and 164 civilian employees. Retired from the
Miami Beach Police Department on May 31, 2005.

Major of Police, Support Services Division
Command of the Department's Support Services Division, responsibilities
include the Department's Personnel Unit which does all of the recruiting,
backgrounds, hiring and training of new employees, both sworn and
civilian. Additional responsibilities include the Department's Training
Section, the Court Liaison Office, the Payroll Office, the Off Duty Office
as well as being the coordinator of the Department's Hurricane and
Emergency Management Response Plan.

Command of the Department's Technical Services Division,
responsibilities include the Department's Professional Standards Unit, the
Accreditation Unit, the Public Safety Communication Unit (PSCU), the
