97-22598 RESO RESOLUTION NUMBER 97-22598 A RESOLUTION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT A PROPOSAL TO THE FLORIDA DEPARTMENT OF STATE UNDER THE SMALL CHALLENGE GRANTS PROGRAM, IN THE AMOUNT OF $20,000, FOR THE PURPOSE OF ESTABLISHING A COMPREHENSIVE COLLECTION OF PUBLICLY-ACCESSIBLE HISTORIC PRESERVATION PHOTOGRAPHS AND RELATED DOCUMENTATION; AUTHORIZING THE ACCEPTANCE OF THE GRANT, IF AWARDED; AND APPROPRIATING FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT. WHEREAS, the Florida Department of State, Bureau of Historic Preservation, is inviting applications for State and Federal grant-in-aid assistance for historic preservation projects with grant funds made available from a dedicated source of State funding through the Corporations Trust Fund; and WHEREAS, these grant programs provide funding assistance to support acquisition and development as well as survey and planning activities; and WHEREAS, a general goal of the Bureau is to locate, identify and protect the significant historic properties of the state as rapidly as possible to provide a basis for effective preservation planning throughout the state; and WHEREAS, the Department of State, Bureau of Historic Preservation has provided funding for the City's historic preservation projects consistently for the past few years, with projects including a survey of interior spaces throughout the City and renovations to Old City Hall; and WHEREAS, the City's Department of Development, Design, and Historic Preservation, Division of Planning and Historic Preservation has identified the need for the establishment of a fully-accessible bank of salient historic preservation photographic information and its related documentation; and WHEREAS, currently, there is no comprehensive collection of Miami Beach-related historic photographs available, in the City of Miami Beach, or within the Greater Miami metropolitan area; and WHEREAS, the proposed project seeks to research, retrieve, and compile historical photographs and related documentation within the Miami Beach Architectural District (National Register Historic District) as well as the City's local historic districts, with the collection being available to the public through the City's historic preservation site on the World Wide Web, and through a collection to be housed in the City's proposed Regional Public Library; and WHEREAS, it is expected that this compilation will be of use to historic preservation scholars, students, visitors, and, in particular, to the City's Preservation and Design Review staff for assessing the appropriateness of proposed work on properties within the Historic District; and WHEREAS, the Administration would like to submit an application requesting $20,000 in funding for this project, with the City matching this funding through staff time and in-kind services valued at $20,000. NOW, THEREFORE, BE IT RESOL YED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is hereby authorized to submit a proposal to the Florida Department of State under the Small Challenge Grants Program, in the amount of $20,000, for the purpose of establishing a comprehensive collection of publicly-accessible historic preservation photographs and related documentation; authorizing the acceptance of the Grant, if awarded, and appropriating funds in compliance with the terms of the Grant. BACKGROUND The Florida Department of State, Bureau of Historic Preservation, is inviting applications for State and Federal grant-in-aid assistance for historic preservation projects. Grant funds are made available from a dedicated source of State funding through the Corporations Trust Fund. The Department of State anticipates that approximately $1,000,000 will be available to assist local historic preservation efforts and, additionally, it projects that approximately $20,000 will be available for Certified Local Government program grants. These grant programs provide funding assistance to support acquisition and development, as well as survey and planning activities. Applications are submitted to the Department of State, through the State Historic Preservation Bureau. A genera] goal of the Bureau is to locate, identify and protect the significant historic properties of the state as rapidly as possible and thereby provide a basis for effective preservation planning throughout the state. The program generally awards funds in the form of 50/50 matching grants. Funds will be provided to support up to 50 percent of the cost of an eligible project, with the other 50 percent to be provided by the grant recipient in the form of cash or allowab]e in-kind and donated services with a specified cash value. Individual grant awards generally will not be larger than $15,000 to $20,000. Dead]ine for application to the program is December ]5, ]997.
