RESOLUTION NO. 97-22601
A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING AN AMENDMENT TO THE CITY
BUDGET TO FUND THE OFF-DUTY POLICE SERVICES FOR WASHINGTON
AVENUE; FURTHER, APPROPRIATING THOSE FUNDS TO BE ADMINISTERED
BY THE POLICE ATHLETIC LEAGUE (PAL) OF MIAMI BEACH.
WHEREAS, the Off-Duty Program for Washington Avenue is to continue through
the balance of the current fiscal year; and
WHEREAS, the administrative responsibilities for monitoring and administering this
important Program will be performed by the Miami Beach Police Athletic League; and,
WHEREAS, the Administration recommends that the Mayor and City Commission
amend the City Budget and appropriate funds for the City to accomplish the provision of
this necessary security service on Washington Avenue.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize an Amendment to the City Budget to fund the Off-Duty
Program for Washington Avenue, further appropriating these funds ($220,000) for
reimbursement to the Police Athletic League for monitoring and providing administrative
support to this Program.

POLICE ATHLETIC LEAG (PAL) TO ASSUME ADMINISTRATIVE
FUNCTION OF OVERSEEING THE WASHINGTON AVENUE OFF-DUTY
PROGRAM

Approve the Resolution.
BACKGROUND:
The Off-Duty Police administrative functions for Washington A venue security have been provided
by the Miami Beach Community Development Corporation (MBCDC) since the dissolution of the
Washington A venue Association in January of 1997. The City's agreement with them ended at the
end of the fiscal year (September, 30,1997), and, at the Administration's request, was extended by
the City Commission for an additional 60 days which lapsed at the end of November.
The Administration recommends that the supervision of the Off-Duty Program for Washington
Avenue now be assumed by the Police Athletic League (PAL). PAL is in the process of building
a new state-of-the-art facility which, when completed, will greatly enhance available programming
for our City's children. The remuneration derived from this administrative function (under the
auspices of Police) will directly benefit the PAL's efforts to provide a quality facility for our
neighborhood youth.
ANAL YSIS:
The Police Athletic League is desirous of assuming the responsibility of overseeing the Washington
Avenue Off-Duty Program. As was the case with MBCDC, an administrative fee of 10% will be
awarded to PAL for assuming this added responsibility. PAL will validate all payroll reports and
monitor the program on an ongoing basis. The Program costs of the previous year have averaged
$5,500 per week. Therefore, it is recommended that for the next ten months, $220,000 be budgeted
for the Washington Avenue Off-Duty Program.
CONCLUSION:
The City Commission should approve the Police Athletic League as the agency to administer the
Off-Duty Police Program for Washington Avenue for the balance ofFY 1997/98.
