97-22604 RESO RESOLUTION NO. 97-22604 A RESOLUTION OF THE MA VOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, APPROVING AND AUTHORIZING THE PROPOSED USES OF THE LOCAL LAW ENFORCEMENT BLOCK GRANT FUNDS. WHEREAS, the United States Department of Justice is administering a congressionally mandated grant program known as the Local Law Enforcement Block Grant Funds program; and WHEREAS, the City is eligible for funding under this program provided that the grant funds are used for specified law enforcement purposes and the Miami Beach Police Department has applied for funding; and WHEREAS, the Miami Beach Police Department proposes to use the Local Law Enforcement Block Grant Funds to fund three (3) non-sworn support positions, purchase much needed law enforcement equipment and fund overtime for police officers for various community programs and special crime programs; and WHEREAS, On December 3, 1997, The Mayor and City Commission held a duly advertised public hearing to hear public comment regarding the proposed uses of the Local Law Enforcement Block Grant Funds. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that, following a duly advertised public hearing on December 3, 1997, the Mayor and City Commission herein approve and authorize the proposed uses of the Local Law Enforcement Block Grant Funds. ADMINISTRATION RECOMMENDATION Approval of the resolution. BACKGROUND The City of Miami Beach Police Department, through the Office of the City Manager applied for grant funds to the United States Department of Justice under the "Local Law Enforcement Block Grant" Program. The Mayor and City Commission approved the application for these funds at the regular meeting of July 2, 1997 (Resolution No. 97-22448). On November 17, 1997, the Mayor and City Commission approved a resolution setting a public hearing regarding the proposed use of Local Law Enforcement Block Grant Funds that the City has applied for through the Police Department. The Public Hearing was set for Wednesday, December 3, 1997, at 10:15AM in the City Commission Chambers, City Hall, 1700 Convention Center Drive, Miami Beach, Florida. The City has been awarded funds for $408,066.00. The City will provide matching funds of $45,295.00 from the Police Confiscations Account for a total project budget of $453,361.00. The grant funds will be used to fund one non-sworn support position for two years ($54,000.00), subsidize the operations of the Police Department's Domestic Violence Unit in North Beach for one year ($32,000.00), purchase law enforcement equipment and make much needed improvements in the Police Headquarters Building ($183,000.00), and AGENDA ITEM RiA J::J-3..Cj7 DATE , . fund supplemental overtime for crime prevention programs, such as youth and community policing efforts, throughout the city ($184,361.00). The purpose of the public hearing is to provide an opportunity for members of the community to discuss and/or comment upon the proposed uses of the funds. ANAL YSIS This is the second year of funding under the Law Enforcement Block Grant Program. In the first year, the City received $386,756.00 in grant funds. The proposed use of these funds, as set forth in the attached list, has the approval of the Administration and was also endorsed by the Dade-Miami Criminal Justice Council at its regular meeting on August 22, 1997. These grant funds will enable the Police Department to fund needed positions, purchase much needed equipment, make necessary improvements to the Police Department building and provide funds for overtime for youth and community programs. CONCLUSION The proposed uses of the Local Law Enforcement Block Grant Funds are in the best interest of the citizens of the City of Miami Beach.
