A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
ADMINISTRATION TO PROCEED WITH THE PUBLIC BIDDING
PROCESS FOR THE RENOVATION AND IMPROVEMENT OF THE 12TH
AND 13TH STREET GARAGES, AND THE ISSUANCE OF A REQUEST
FOR PROPOSALS (RFP) FOR QUALIFIED ENGINEERING FIRMS TO
DEVELOP DETAILED CONSTRUCTION DRAWINGS AND BIDDING
DOCUMENTS FOR THE RENOVATION AND IMPROVEMENT OF
ELEVEN (11) MUNICIPAL SURFACE PARKING LOTS,
WHEREAS, on July 16, 1997, the Mayor and City Commission approved a $21 Million
Parking Revenue Bond issuance and the projects contained therein; and
WHEREAS, the Projects described in the Official Statement of the Bond issuance included
the expansion, renovation, improvement and/or repair of various parking garages in the Parking
System, and the renovation, improvement and/or repair of various surface parking lots in the Parking
System; and
WHEREAS, the Administration has identified the need for improvements and
enhancements to the 12th and 13th Street Garages (Garages) and reported its findings to the
Capital Improvements and Finance Committee, and the Mayor and City Commission respectively;
and
WHEREAS, renovations and improvements to both Garages the aforestated, as well as
surface lots, are eligible for consideration by the Mayor and City Commission as projects which can
be approved from a portion of the 1997 Parking Revenue Bond issuance; and
WHEREAS, improvements to the Garages will include installation of revenue control
systems; construction of a security/manager's office, and restrooms; repair/or replacement of
existing elevators; new lighting and other enhancements; and
WHEREAS, construction and bidding documents for the Garages are scheduled to be
delivered to the City's Public Works Department by the end of November 1997; and
WHEREAS, the anticipated presentation to the Mayor and City Commission for award of
construction contracts will occur at the first City Commission meeting in February 1998; and
WHEREAS, improvements to the Garages are estimated to take twelve (12) months; and
WHEREAS, figures supplied by Gambach Sklar Architects, Inc., estimate the cost of the
improvements to the 12th Street Garage to be $157,616; and
WHEREAS, figures supplied by Bermello, Ajamil and Partners, Inc" estimate the cost of
the improvements to the 13th Street Garage to be $726,124; and
WHEREAS, the creation of a Request for Proposals for qualified engineering firms is also
necessary to develop detailed construction drawings and bidding documents for the renovation of
eleven (11) municipal surface parking lots,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize the Administration to proceed with the public bidding process for the
renovation of the 12th and 13th Street Garages, and the issuance of a Request for Proposals for
qualified engineering firms to develop detailed construction drawings and bidding documents for
the renovation of eleven (11) municipal surface parking lots.

ADMINISTRATION RECOMMENDATION:
Approve the Resolution.
BACKGROUND:
On July 16, 1997, the Mayor and City Commission approved the issuance of a $21 million Parking
Revenue Bond and the projects contained therein. "The Projects", as described in the Official
Statement included: "Expansion, renovation, improvement and/or repair of various parking garages
in the Parking System, and the renovation, improvement and/or repair of various surface parking lots
in the Parking System".
The Administration identified the need for improvements and enhancements to the 12th and 13th
Street garages, and reported its findings to the Capital Improvements and Finance Committee on
July 14, 1997 and to the City Commission on July 16, 1997. The renovation and improvement of
the 12th and 13th Street garages, and the renovation and repair of eleven (11) surface parking lots,
are eligible for consideration by the Mayor and City Commission as projects which can be approved
from a portion of the 1997 Parking Revenue Bond issue.
Improvements to the 12th Street Garage include: installation of revenue control system, construction
of a security/manager's office and restroom, and repairs to the existing elevator. Improvements to
the 13th Street Garage include: installation of revenue control system, installation of new elevator
cabs and elevator operating system, a new interior/exterior lighting system, construction of a
security/manager's office and restroom, a signage package, and painting of the facility.

As part of the ongoing surface parking lot renovation program, parking lots at Lincoln Lane and
Lenox Avenue (lOA), Lincoln Lane and Michigan Avenue (lOB), and 42nd Street and Royal Palm
Avenue (8B) have been milled, repaved and re-striped to correct surface flaws created by age and
normal usage.
Other Municipal Surface Lots were identified as needing immediate improvement. In addition to
repavement, the repair and improvement recommended for these lots include: improvement of
traffic circulation, ingress and egress reconfiguration, drainage improvements, landscaping and
irrigation improvements, and the installation of revenue control systems on parking lots that have
sufficient usage.
ANAL YSIS:
The renovation and repair of the 12th and 13th Street garages, and the renovation and repair of the
surface parking lots have been unanimously recommended by the Transportation and Parking
Committee. The renovation and repair of the two garages have been in the planning stages since
1994, and plans and specifications for the improvements to the facilities have been discussed in
detail with the Capital Improvements and Finance Committee, and the Mayor and City Commission.
Construction and bidding documents for both the 12th and 13th Street garages, are scheduled to be
delivered to the Public Works Department for review by the end of November, 1997.
If these two projects are approved, the Administration anticipates presenting a recommendation for
the award of a construction contract for renovation and improvements to the garages at the first City
Commission meeting in February. Improvements are estimated to take approximately twelve (l2)
months. An estimated cost of $157,616 for improvements to the 12th Street Garage has been
provided by Gambach Sklar Architects, Inc. Bermello, Ajamil and Partners, Inc., the City's
contracted Architect and Engineering firm for the 13th Street Garage, have estimated a cost of
$726,124 for the improvements of this facility.
In addition, upon approval of this resolution, the Administration will develop a Request for Proposal
for a qualified engineering firm to develop detailed construction and bidding documents for the
renovation of the following eleven ( II) Municipal Surface Parking Lots, and will further
recommend that the renovation and improvement of these lots be bid as one project:
