Attached for your information is the resignation email from Roymi Membiela.
Pursuant to City Code Section 2-55(d) (d) Filling vacancies. Vacancies on the council shall be filled
by the mayor and city commission. In filling any vacancy, the mayor and city commission may select
a replacement council member from a list of three candidates which shall be submitted by the
remaining members of the council. The individual members of the city commission may supplement
the council's suggested list with additional names of candidates or, if neither the candidates on the
council's suggested list nor the additional names submitted by the individual members of the city
commission are approved, the council shall submit an entirely different list for the mayor and city
commission's consideration. This process shall continue until a suitable replacement has been
found to fill the existing or anticipated vacancy.
The suggested list submitted by the council for the mayor and city commission's consideration shall
be submitted without specific recommendations or endorsements by the council as to any particular
name submitted therein, but may, in the event the name of a current council member is submitted
for reappointment, indicate, as a point of information to the mayor and city commission, that said
name is that of an existing council member.
The Cultural Arts Council is not scheduled to meet again until September 2, 2005. At that time, they
will appoint a Nominations Committee and begin the process of developing a list of replacement
candiftes to fill this vacancy.

Dear friends, it is with great regret that I inform you about my decision to resign from the Cultural Arts
Council effective immediately. I have accepted an executive position with Baptist Health South
Florida as Asst. Vice President of Hispanic Marketing and Chief Diversity Officer, and the new
responsibilities will limit my ability to dedicate the time and effort that being a committed member
of the CAC requires.
I am extremely proud of the work that the CAC has advanced to promote our city's art and cultural
fabric, and more proud to see how the message has transcended to Miami-Dade's emerging
communities with diverse cultural/ethnic backgrounds, ages, and social strata. In other words, the
CAC has expanded its mission beyond the traditional art and culture lovers - this is what we can call
vision.
It has been extremely rewarding for me to work with the members of the CAC, and with the Cultural
Affairs staff. I will miss you all, but I know that many of you will be my friends for life. Although we did
not always agree on things, the result always assured that we had one common goal: to promote
the City of Miami Beach's art and culture locally, regionally, and nationally.
Please know that I still own a piece of Miami Beach, and as a property owner, I will continue to
follow the City's progress, and look forward to serve the City on roles that are less demanding than
the CAC.
Many thanks to the Mayor and City Commissioners for the trust deposited in me a couple of years
ago, when I was appointed to this important body. I have delivered on my commitment. and
through hard work, perseverance and patience, my positive contribution can now be measured.
I promise to stay in touch, therefore kindly update my new business information in your files:
